STATUS OF PERMIT:
SWCD-78-01 Compost Demonstration Approval Condition: (1) The approval period is from April 1, 2018 to March 31, 2019.
PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:
Section 13B .1406(1)(A) states that: “construction plans and conditions of permit must be followed.”: Unresolved
Section 13B .1406(4) states that: “leachate shall be contained on site treated to meet standards of the off-site disposal
method.”: Unresolved
Section 13B .1406(4) states “A site shall only accept those solid wastes that it is permitted to receive”: Resolved
SWCD-78-01 Compost Demonstration Approval Condition #9 states “The area which will be used the Compost
Demonstration must be clearly delineated on that field with posts such that septage is not sprayed within the
composting area.”: Unresolved

ADDITIONAL COMMENTS
1. The purpose of this inspection was to follow up on corrective actions specified over the phone to Cody Hunt
during the June 8, 2018 inspection and listed in the inspection report.
2. A Notice of Violation Letter (NOV) dated June 11, 2018 was hand delivered during this inspection. Matthew
Markus signed for the NOV during this inspection.
3. At the time of this inspection the liquid waste was not observed within the compost area. Mr. Hunt and
Mr. Markus stated that the liquid waste had been pumped from the compost area and reprocessed under the
SDTF-78-22 permit.
4. The material in the compost area had been placed into windrows by the time of this inspection.
5. All leachate must be managed per the specifications listed in the approved compost demo application.
6. The compost area must be properly constructed per the specifications listed in the approved compost demo
application.
7. The compost area must be delineated and clearly posted per the conditions of the SWCD-78-01 Compost
Demonstration Approval.
8. During this inspection Enviro-Choice staff expressed intent to construct a solidification pit. Any changes to the
compost demo or SDTF-78-22 permit must be submitted writing to the Solid Waste Section. Approval of changes
must be issued in writing before alterations are made to the facility(ies).
9. Corrective measures are necessary because of the inspection findings and should be completed within 7 days’
receipt of this report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Windrowed waste. Ensure leachate is properly managed. Berm needs to be completed. Boundary markers need to be
installed.
