Solid Waste Director John College – NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Active. The Permit to Operate shall expire March 31, 2020, according to Rule 15A NCAC 13B .0201(g). Pursuant to Rule 15A NCAC 13B .0533(a)(2), no later than October 03, 2019, the permittee must submit the Section a request for a permit review. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS; 1 – This was an un-announced site visit to check on the leachate repair on the closed MSWLF. 2 – Repairs were underway on the repairs during this inspection. 3 – Leachate appears to be contained. 4 – Currently, areas are being dug out and as soon as the leachate quits draining into these areas, clay will be added back to correct the leachate breakout. Topsoil to be added and areas seeded to have vegetative cover. 5 – Inspected the scrap tire area. All tires were placed into an open top container. 6 – Inspected the working face of the active CDLF also. Working face area is being kept small. Good cover. 7 – Operator was screening loads when they were dumped. No nonconforming waste was observed. 8 – Operator had a pile of nonconforming waste pulled out from earlier loads. This will be taken to the transfer station 3302T. 9 – Digital pictures taken and some attached to this report.
