ADDITIONAL COMMENTS
1. This partial inspection was limited to the active landfill, and was conducted to check on the condition of the landfill
slopes following the recurrent heavy rain events that had taken place over the past month.
2. Since the previous inspection on January 26, 2018, a permit renewal and landfill expansion application had been
submitted, and is currently under review by the Solid Waste Section. The expansion will include two new cells in
the area located adjacent to the southeastern slope of the active landfill. The expansion area has been in use as a
borrow pit, and is now being graded and prepared for the future cell construction.
3. A great deal of work had been done at the active landfill since the previous inspection. The slopes were found to be
in good condition for the most part, with newly sprouted vegetation visible in many areas. A seeding contractor was
observed hydroseeding during this inspection. Mr. Neugent stated that the county had contracted with a new seeding
company that guarantees their work. He added that the seeding occurring today is a second return trip to ensure any
areas that received additional rain damage were reseeded.
4. Two small areas of the side slopes were found to be in need of repair. Rills had developed along a slope drain on the
lower portion of the slope; and, Mr. Neugent pointed out a small leachate seep approximately 50’ up the slope from
the edge of the liner. He stated that both areas would be addressed before the end of the work day.
5. The leachate pond was found to be extremely full. Mr. Neugent confirmed that the required 2’ of freeboard
remained, and that he had been experiencing delays in the leachate hauling company’s schedule. Ensure that the
leachate pond is drawn down sufficiently to safely accommodate future rain events.
6. Fill operations had progressed from the top of the landfill down to the approximate midway point of the former
working face access roadway. The working face was observed to be small enough to be manageable, and waste
appeared to be well-compacted. However, portable windscreens had not been deployed, and windblown litter was
visible along the landfill slopes and top near the working face. Ensure that all windblown litter is collected
before the end of each operating day and returned to the working face for proper disposal.
7. Uncovered waste, apparently the result of equipment and vehicle movement, was strewn throughout the operating
area surrounding the working face. Ensure that all waste is be covered with a minimum of 6” of earthen
material, or approved alternative cover material, at the end of each operating day, as required by 15A NCAC
13B .1626(2)(a).
8. A dump truck containing a load made up of painted and unpainted wooden pallets arrived at the working face
during the inspection and prepared to dump its load. Technical assistance was provided to Mr. Neugent regarding
the statutory ban on the landfill of wooden pallets. As a result, Mr. Neugent stopped the truck from unloading and
sent it to the wood waste stockpile area for assistance, advising the driver that any painted or treated pallets would
be returned to the truck for removal from the facility. Ensure that all landfill staff are trained to recognize and
refuse all unacceptable and banned materials, including wooden pallets.
9. An approved mixture of clean soil and mulch is being used as alternative cover on the active landfill. On the landfill
top, a stockpile of these materials is staged so that the mix can be created as needed. Upon inspection, large pieces
of unprocessed wood were found in the mulch stockpile. Immediately remove the unprocessed wood pieces from
the mulch stockpile and return them to the wood waste storage area.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
