STATUS OF PERMIT:
Active; Permit to Operate (PTO) issued 6 February 2014, expires 2 April 2019. Pursuant to 15A NCAC 13B .0201(c)
and .0206(a) a complete permit review request including updated Facility, Operations, and Waste Screening Plans is
due on or before 2 October 2018; this application must comply with the rules and regulations in effect at the time of
the application.

No violations were observed during this Facility Compliance Inspection, please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated

asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires,
and Yard Waste generated in Carteret, Craven, and Pamlico Counties.
4) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in
Tuscarora, Craven County, NC.
5) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM.
7) The certified operators for this Facility are as follows:
Constance “Connie” Willis: SWANA Certified Transfer Station Operations Specialist; expires 6

8) This Facility screens all incoming loads for unpermitted waste types. Waste screening activities are recorded
in a notebook which is maintained in the scalehouse.
9) A copy of the approved Facility Permit and Operations Plan is maintained in the scalehouse. The Permit and
Operations Plan were in order and presented for review during this Facility Compliance Inspection.
10) The Facility is secured by means of a locked gate at the Facility entrance.
11) The entrance to the Facility is well-maintained and no windblown debris was noted along the roadway
approaching the site.
12) The Facility access road is of all-weather construction and is being maintained in overall good condition.
13) Two roll-off containers are being maintained in a residential waste management area off of the Transfer
Station access ramp to reduce the amount of small vehicle/small load traffic on the tipping floor. This area is
well maintained and no overflow/windblown debris was observed around the roll-off containers during this
Facility Compliance Inspection.
14) The scrap tire collection/storage area consists of a concrete pad with concrete bunkers in place around the
sides of the pad for storage. A Barko 160 C Knuckleboom Loader is maintained onsite adjacent to the
collection/storage area for loading scrap tires into the transport trailer. This area is well-maintained with an
adequate fire break and clear access around the area for inspection, maintenance, and fire control.
15) All yard waste collected on-site is hauled, as needed, to the Coastal Environmental Partnership Compost
Facility, permit #25-09, in Tuscarora, Craven County for grinding and composting.
16) The yard waste collection/storage area is well maintained with an adequate fire break and clear access around
the area for fire suppression, maintenance, and inspections. *The volume of vegetative material stored on-site
is approaching the maximum allowable size. Plans need to be underway for transporting all vegetative
materials to the permitted compost facility for management.

17) This Facility utilizes steel hog-wire type fencing around the perimeter of the property to control windblown
litter. Windblown litter is collected at the close of each workday and placed in transfer trailers for proper
disposal. Windblown debris was observed collected along the perimeter fencing. *Please ensure that all
windblown debris is collected and returned to the transfer station for proper management at the end of each
workday.
18) Access around the Facility is generally stable and well maintained, overall. However, the repaired areas noted
in the previous FCIR have failed to establish a groundcover suitable to prevent erosion. *Please continue
working on these areas to establish a cover crop suitable to prevent erosion.
19) Leachate is collected on-site and stored in a below-ground storage tank and then pumped to an above ground
storage tank. The above ground tank is pumped down and hauled for treatment as needed. The above-ground
leachate storage tank and its secondary containment system appear well maintained and properly functioning
at this time.

20) This facility maintains an adequate number of trailers on-site to properly manage the volume of waste
received during operating hours.
21) The facility is protected by highly visible safety bollards at the entrance to the tipping floor and at the
entrances to the trailer loading bay.
22) Signage is posted at the entrance to the tipping floor instructing customers of safe operating procedures.
23) There are five fire extinguishers maintained at the facility for fire suppression: three in the transfer station,
one in the loader, and one in the transfer tractor. The fire extinguishers do not appear to have been inspected
in some time. *Please ensure that all fire extinguishers are inspected and maintained on a regular basis.
24) There are three hose bibs in the transfer station for facility wash-down and fire suppression: two are located at
the entrance to the tipping floor and a third is located in the trailer loading bay.
25) Signage is maintained on the tipping floor adjacent to the trailer loading area instructing customers to safe
operating procedures.
26) Some waste was observed in the corners and around the margins of the tipping floor that appears to have been
present for several days. *Please ensure that the transfer station tipping floor is cleaned and washed down
daily.
27) The leachate collection drains in the tipping floor were clear of blockage and appeared to be functioning
properly during this Facility Compliance Inspection.
28) The tipping floor is showing signs of wear; steel reinforcement bar is visible in some areas. *It is
recommended that an inspection of the tipping floor be conducted to ensure its structural stability.

29) Waste received at this facility is processed in a timely manner.
30) Recyclable metals and unacceptable waste streams are removed from the facility for proper management
daily.
31) The trailer loading area and the area is policed throughout the workday and as loaded trailers are removed
from the loading bay. *Please continue to ensure that this area is cleaned of waste overflow as filled trailers
are removed from the bay for transfer and at the end of each workday.
32) The leachate collection drains in the trailer loading bay were clogged and standing water/leachate was
observed during this Facility Compliance Inspection. *Please clear all leachate drains and ensure they are
maintained clear to properly manage all leachate at this Facility.
33) Equipment damage was observed in the paneling above the loading bay exit and of the rear wall of the trailer
loading bay. *Please ensure that all damage to the transfer station is repaired in a timely manner.
34) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
