ADDITIONAL COMMENTS
On June 7, 2018, John Patrone met with Mike Spencer and Randall Lee to conduct a comprehensive inspection of the
City of High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford
County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility.
2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch from high carbon
to nitrogen ratio material.
3. The facility creates engineered soil. Incinerator ash from the City of High Point East Side Wastewater Treatment
Plant (WWTP) is accepted for use in the engineered soil mix.
4. The facility is in operation Monday through Friday 8:00 am to 4:00 pm and Saturday 9:00 am to 1:00 pm.
5. The facility permit, site plan, and operations plan were discussed.
6. The facility receives yard waste from the City of High Point collection operations and from businesses and
residents.
7. The City of High Point collects leaves annually from about November through January.
8. Material is generally received from Guilford County.
9. The compost and mulch produced is sold to the public, landscape companies, builders, etc. and used for City
projects.
10. The front portion of the facility is used to store screened compost, mulch, leaf mulch, and engineered soil.
11. The middle portion of the facility is used to grind leaves and mulch, and screen compost. It is also used for yard
waste storage and active composting and curing.
12. The left side of the facility is used for bulk leaf storage and the right side for compost awaiting screening.
13. The rear portion of the facility is used to store incinerator ash and additional leaf mulch.
14. Leaves are ground upon receipt.
15. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months.
16. Grass clippings are generally received at the facility from March through October.
17. The facility maintains leaf windrow temperature records. Temperature records were observed for April through
October 2017 and for April and May 2018. Records indicate temperatures maintained at or above 55 degrees
Celsius/131 degrees Fahrenheit for three days. The facility conducts numerous temperature readings on the
compost windrows.
18. The facility did not produce leaf mulch during the last collection season. Records indicating windrow
temperatures maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three days will be maintained
when leaf mulch is produced.
19. The facility maintains two temperature probes used for windrow temperature readings.
20. The facility has inbound and outbound scales.
21. Vehicle scale tests were conducted by the North Carolina Department of Agriculture & Consumer Services in
October 2015.
22. Vehicle scale tests were conducted by J.A. King and Company, LLC on May 9, 2018.
23. The facility maintains records of the quantity, type, and source of material received for processing. The amount
of material received from March 2017 through June 6, 2018 is 19,052.58 tons.
24. The facility maintains records of the quantity and type of material sold or removed. The amount of material sold
or removed from March 2017 through June 6, 2018 is 20,586.58 tons.
25. Mr. Lee stated that there is currently about 3,000 tons of material on site.
26. The facility did not receive incinerator ash during the last collection season/within the last year.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

27. Mr. Spencer stated that when incinerator ash is received the facility will obtain test results (from the WWTP) for
the analysis of: arsenic, cadmium, copper, lead, mercury, molybdenum, nickel, selenium, and zinc and for the
remaining eight RCRA metals: barium, chromium, and silver.
28. The facility annual report (FAR) dated July 14, 2017 was received by the SWS. Material received for July 2016
through June 2017 is 15,472.04 tons. The amount of compost, mulch, and topsoil created is 12,904.1 tons, the
amount sold is 12,904.1 tons, the amount stockpiled is 2,455.17 tons, and the amount disposed is 5,023.11 tons.
29. The facility does not use odor control spray or fly spray.
30. There was no odor detected at the facility boundary.
31. The facility appeared to be graded appropriately to ensure positive stormwater drainage.
32. The facility has two tub grinders and two screeners.
33. The City of High Point Fire Department can be contacted to address an emergency at the facility.
34. The facility is secured by a metal gate with lock. Personnel are on site during operating hours.
35. Access roads are of all-weather construction.
36. The facility has proper signage.
37. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001). Disaster
debris shall be managed within the parameters of the facility permit.
38. The facility permit renewal application has been submitted to the SWS.
