ADDITIONAL COMMENTS
On June 6, 2018, John Patrone met with Steven Scott and Stacey Bradsher to conduct a comprehensive inspection of the
Carolina Resource Recovery, Inc. Treatment and Processing Facility on Jones Drive in Mebane, Alamance County.
1. Carolina Resource Recovery, Inc. is a land clearing debris (LCD) treatment and processing (T&P) facility.
2. The facility is located a few hundred yards down the road from Scott Stone, Inc.
3. The facility is operated by Mebane Wood Recycling personnel: Stacey Bradsher, Owner, Logan Porter, Owner,
and Max Pedneau, Owner.
4. There is a portable office located at the facility entrance. The office manager is Sonya Heath. The office phone
number is: 336-512-1229 (PO Box 1631, Mebane, NC 27302).
5. The facility permit, site plan, and operations plan were discussed.
6. The facility is permitted to receive LCD, untreated and unpainted wood waste, uncontaminated pallets, and
uncontaminated soil.
7. High nitrogen to carbon ratio material shall not be accepted.
8. Compost operations shall not be conducted.
9. The facility is composed of a soil screening area, a LCD storage, processing, and load-out area, and a temporary
disaster debris staging site (TDDSS) that is used to regrind and color mulch processed on site.
10. The facility generally accepts material from: Alamance, Durham, Guilford, Orange, Person, and Wake Counties.
11. Land clearing debris is converted using a factor of 400 pounds per cubic yard or 0.2 tons/yd3.
12. The facility accepted 5,919.20 tons of material from July 2017 through May 2018.
13. The facility sold 22,703 yd3 of mulch from January through May 2018.
14. The facility annual report (FAR) for July 2016 through June 2017 was received by the SWS, dated July 25, 2017.
The facility did not receive solid waste but had ~ 201 tons of LCD on site.
15. The permitted capacity of unprocessed material is 6,000 yd3. The capacity of processed material/mulch is ~ 6,000
yd3.
16. The facility informed Mr. Patrone that it will likely operate the soil screening operation in the future. The facility
expects to only accept soil from non-industrial sites. The facility shall add the soil screening operational
procedures to the facility operations plan. Mr. Patrone stated that soil may be screened according to its operational
procedures.
17. The facility has conditional approval for a TDDSS (number: DS01-001).
18. The area allotted for the TDDSS is 4.8 acres: 2.4 acres cleared and 2.4 acres treed.
19. It is suggested that the area [of the TDDSS] containing trees is cleared in order to increase the area available for
debris storage during a disaster event.
20. If the facility plans to operate the TDDSS due to a disaster event the facility shall notify the SWS prior to accepting
material. Material accepted at the TDDSS must be removed within six months of receipt.
21. No erosion or runoff was observed.
22. The Alamance County Volunteer Fire Department and the Mebane Fire Department can be contacted to respond
to an emergency at the facility.
23. The facility is secured by a locked gate.
24. The facility has proper signage.
25. The permit expiration date is December 14, 2022.
26. The facility constructed a small basin, at the TDDSS, as a water reservoir for the mulch coloring operation. It
was stated that water is pumped into the basin from a nearby pond via portable hose.
27. Mr. Patrone informed the Division of Water Resources (DWR) about the construction of the basin and provided
digital pictures. The DWR also informed the Division of Energy, Mineral and Land Resources (DEMLR).
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
