STATUS OF PERMIT: A Permit to Operate a Permanent Household Hazardous Waste Collection Facility was issued on April 6, 2016 and shall
expire on April 15, 2021.
PURPOSE OF SITE VISIT: Comprehensive Inspection

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted to receive household hazardous waste generated within Cabarrus County. The facility also
has a paint swap shop and a convenience area for collection of electronics, used oil, used oil filters, antifreeze, batteries, vehicle batteries, used cooking oil, florescent bulbs, cardboard, appliances and scrap metal
2. The facility accepts Household Hazardous waste at a minimum on the first Wednesday and third Saturday of each month. 3. The facility household hazardous waste generator identification number is NCPH01302001.
4. Proper signage was observed at the entrance of the facility. 5. The facility is secured by an automatic gate and fence to prevent unauthorized access.
6. ECOFLO is the current transfer and disposal contractor.
7. The facility was clean and well managed. 8. The storage building is equipped with a secondary containment area beneath the floor to contain any leaks or spills. 9. Take measures to ensure that the white polymer bags used for paint cans are clearly labeled with the words
“Hazardous Waste”, waste type and the date each period of accumulation began. All other drums appeared to be labeled.
10. Two fire extinguishers are available on site for fire control (inspected May 2018). A Halon fire suppression system is
available for the waste storage building (inspected May 2018). 11. Spill control equipment was observed onsite.
12. Reviewed the permit, operations plan, weekly inspection sheets, collection event weights and waste manifest forms.
13. Saul Moore, Recycling Technician, attended a Hazardous Materials Operations/OSHA Level II training course on March 16, 2018.
