Charlotte Locomotive & Railcar Maintenance Facility Brownfields Project
Charlotte, Mecklenburg County
Brownfields Project Number 18044-14-060 Dear Mr. Box:
On Friday, May 25, 2018, I visited the above referenced brownfields site to provide final
approval/inspection of the asphalt patches for the hardscape cap on the impacted soil area for the above referenced brownfields property. I meet with David Graham of Hart & Hickman and Neil Leavell of Zoladz at 10:30 am. During the site walk through, we documented that asphalt cap
was sufficiently repaired and in good condition with photos log. The asphalt cap is in
compliance and meets the requirements for DEQ Brownfields.
When this redevelopment phase is complete, please submit a final summary report in accordance with Land Use Restriction No. 2. Also, be advised that as the property owner, NCDOT, is
required to submit an annual LUR Update. Land Use Restriction No. 10.c addresses the soil cap
integrity with inspections that it remains in good condition. If you have questions about this
correspondence or require additional information, please feel free to us.
Sincerely,
Carolyn Minnich
