ADDITIONAL COMMENTS
On May 31, 2018, John Patrone conducted a comprehensive inspection of the Randolph County Transfer Facility located
on County Land Road in Randleman, Randolph County.
1. The facility is a municipal solid waste (MSW) transfer station.
2. The facility is owned by Randolph County and operated by Waste Management of Carolinas, Inc.
3. The facility ceased accepting solid waste on January 14, 2017.
4. The County intends to maintain the facility permit in case the transfer station is needed to be used to transfer
MSW.
5. During the inspection, there was no MSW on site.
6. The transfer station building is empty. Although, the County may park vehicles in it.
7. The facility is permitted to receive solid waste generated in Randolph County.
8. The facility annual report (FAR) was received by the SWS dated July 28, 2017. Tonnage received July 2016
through June 2017 is 25,613.
9. The facility collects scrap tires. Scrap tires are stored in trailers.
10. The facility collects white goods, scrap metal, metal cylinders, and electronics in a fenced area on the property.
11. The facility operates a convenience center on the property for the collection of MSW, single stream recycling,
used oil, oil filters, antifreeze, batteries, etc.
12. The transfer station tipping floor does not have a leachate drain. When the tipping floor was rebuilt it was
designed to pool leachate in the far corner. At the end of the workday the operator would place MSW in the
leachate for it to absorb into the trash. The MSW would then be placed into the loadout trailer.
13. The loadout bay does not have a leachate drain. When the loadout bay was rebuilt it was designed such that the
loadout bay would need to be swept clean/cleaned daily and the leachate removed.
14. The facility has a wood waste treatment and processing (T&P) operation located on the property.
15. The facility is permitted to receive land clearing debris, high carbon to nitrogen ratio material, and wooden pallets.
16. Painted wood, demolition debris, engineered woods, and high nitrogen to carbon ratio material shall not be
accepted.
17. Mr. Moore stated that wood waste is no longer [commonly] received.
18. At the time of the inspection, there was no unprocessed wood waste on the site and several small piles of ground
material [~ 400 yd3].
19. A Temporary Disaster Debris Staging Site (TDDSS, #DS76-002) is located at the T&P operations area.
20. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
21. The facility is secured by a locked gate.
22. Access roads are of all-weather construction.
23. The facility has proper signage.
24. The permit renewal application has been submitted to the SWS.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
