The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
This facility is a solid waste transfer facility that is permitted to receive solid waste as defined in NCGS 130A-290
(a)(35). The following must not be accepted at this facility: hazardous waste, yard trash, liquid wastes, regulated
medical waste, sharps not properly packaged, regulated-asbestos containing material. Wastes banned from landfill
disposal in North Carolina by NCGS 130A-309.10 (f) must not be transferred for landfill disposal. The current permit
was issued June 2, 2016. The permit expiration date is October 21, 2020.
1. The facility is permitted to receive municipal solid waste generated within Alamance, Chatham, Durham,
Franklin, Granville, Johnston, Orange, Vance, Wake, and Wayne Counties. Waste transferred for disposal must
go to the Sampson County Landfill located in Roseboro, Permit Number 82-02.
2. The facility is permitted to operate from 6:00 am to 7:00 pm Monday through Saturday but current hours during
which waste is accepted are typically 6:00 am to 5:00 pm.
3. Signs stating emergency information, facility name, permit number, and other required information are installed at
the facility entrance gate and adjacent to the facility scale.
4. The facility site plan and operations plan were readily available.
5. Waste screening reports were verified from January 5, 2018 through May 30, 2018. Random inspections are
occurring weekly. The facility does not receive many unacceptable waste items. All prohibited/unacceptable
items are loaded back onto the incoming truck and hauled out of the facility.
6. The Certified Transfer Station Operators are:
Marion McLeod, III – TS-2013070, expires June 21, 2019
Sam Mufaro – TS-2011010, expires February 9, 2020
7. Waste on the tipping floor was being managed in accordance with the facility Permit to Operate and approved
Operations Plan. No unacceptable items were observed at the time of the inspection.

8. The facility is permitted to recover old corrugated cardboard (OCC). The OCC is not currently being separated at
the facility.
9. There were 2 fire extinguishers on walls beside the tipping floor, 1 extinguisher behind the push wall, and 1
extinguisher in the trailer tunnel.
10. Leachate is collected in a 3000-gallon above ground tank. The liquid is hauled as needed by a contractor. The
tank had last been emptied on May 29, 2018 by Heritage-Crystal Clean, LLC.

11. The grate covering the leachate collection sump was in place at the time of the inspection.

12. Excess waste in the loading bay is cleaned up after every load.
13. The area behind the push wall and the area adjacent to the door was being well maintained and is routinely
cleaned.
14. The perimeter walls of the transfer station are being maintained in a clean, sanitary condition. Good job!
15. Windblown waste at the site was very well controlled. Windblown material resulting from the operation is
collected and properly disposed of at the conclusion of each day of operation.
