ADDITIONAL COMMENTS
On May 31, 2018, John Patrone met with Rusty Turner to conduct a comprehensive inspection of the City of Asheboro
Recycling and Solid Waste Transfer Station located on Transfer Station Place in Asheboro, Randolph County.
1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro.
2. The facility is not open to the public. It is accessible to City of Asheboro collection vehicles.
3. The facility ceased accepting solid waste on March 13, 2017.
4. The City intends to maintain the facility permit in case the transfer station is required to be used to transfer MSW.
5. During the inspection, there was no MSW on site.
6. The facility is used for the transfer of single-stream recyclable materials collected by City vehicles. Two or three
days per week recyclable materials are placed in transfer trailers and then hauled to the North Davidson Garbage
Service and Recycling Center in Welcome, Davidson County.
7. The facility is open Tuesday through Friday 7:00 am to 5:00 pm to City vehicles only.
8. The facility is permitted to receive solid waste generated in Randolph County.
9. The following are facility certified personnel:
a. Rusty A. Turner, Certified Transfer Station Operations Specialist, TS-2009137, exp. 02/27/21
b. R. Keith Hussey, Certified Transfer Station Operations Specialist, TS-2015083, exp. 11/05/18
10. A vehicle scale test was conducted by Charlotte Scale Company, Inc. on November 2, 2017.
11. The facility annual report (FAR) was received by the SWS dated July 14, 2017. Total tonnage of MSW received
July 2016 through June 2017 is 9,796.25 tons.
12. The transfer station building has two bay doors at the tipping floor entrance and one at each end of the loadout
bay. The building is sealed when not in operation/after hours.
13. The facility uses a hose to wash-down the transfer station tipping floor and loadout bay.
14. Leachate from the facility is piped to the City of Asheboro sanitary sewer system.
15. The facility has three leachate collection drains. Leachate from the tipping floor drains into the loadout bay. A
leachate drain is located in the center of the loadout bay, outside of the building adjacent to the transfer truck exit
from the loadout bay, and at the transfer trailer storage area.
16. The transfer trailer storage area is paved and designed to allow leachate to flow towards the collection drain.
17. The leachate collection drains and leachate settling tank are cleaned/pumped-out by City personnel. Mr. Turner
stated that the settling tank was pumped-out on May 29, 2018.
18. It is recommended that the transfer station tipping floor receive a layer of concrete to create a smooth working
surface.
19. The facility does not commonly collect/store scrap tires. Scrap tires picked up from residents are routinely
brought to the County scrap tire collection site.
20. The facility stores white goods picked up from residents. White goods are routinely brought to the County white
goods collection site. Scrap metal is stored in a container until hauled off site.
21. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
22. The facility is secured by a locked gate. Personnel are on site.
23. Access roads are of all-weather construction.
24. The facility has a proper sign.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
