STATUS OF PAST NOTED VIOLATIONS:
.0831(c)(1) pH was measured at less than the required 12 on 12/05/2017. Violation has occurred again.
OBSERVED VIOLATIONS:
1. 15A NCAC 13B .0838(c)(1) Domestic septage shall be treated in accordance with the requirements in 40 CFR
Part 503 Subpart D. Permit Condition 6 Domestic septage ph shall be raised to 12 or higher by alkali addition
and, without the addition of additional alkali, shall remain at 12 or higher for 30 minutes prior to land application
(grease septage shall be held at ph 12 for two hours prior to land application).
Septage was land applied to Field B during this visit. Checked the spray path in several spots and also the liquid
inside the spreader attachment laying on the field and the pH was a 7 or 8. An odor was noted. Review lime
stabilization procedures & land application methods to ensure that the ph of all septage is raised to 12 or
higher for the required time frame and shall be at a pH 12 or higher for land application to occur. All
waste shall be checked at the site immediately prior to the land application event and discharge of the
waste shall not occur unless the pH is 12 or higher. Discussed the violation with Rachel Locklear by phone.
Future violations may result in additional enforcement action.

ADDITIONAL COMMENTS
1. The cropstand appears adequate at this time. Georgia Love (regional agronomist) visited the site in early March,
please follow her advice for weed control & maintaining the cropstand. Hay bales along the field perimeter
should be removed in a timely fashion.
2. Noted scattered areas (old & more recent) of spot dumping/heavy application. Review land application
procedures (truck speed, pressure, spreader attachment) to prevent spot dumping/heavy application to
reduce any crop damage. Any thick matted areas should be raked loose.
3. It appears that the approved setbacks are being met but were not measured at this time. No sign of land
application outside of the permitted boundaries. The field markers appear accurate, however the field
division between Fields A & B is not a straight line. Discussed this with Rachel Locklear who indicated that
she would adjust the markers as needed.
4. The required signs are posted and the access road is adequate.
5. Soil samples shall be taken by the permit holder this fall.

enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
