STATUS OF PERMIT:
Active; Life-of-Site Permit to Operate (PTO) 6709-MSWLF-1997 Onslow County Subtitle D Landfill Phases I-IV
and 6705-LCID-1991 Onslow County Landfill LCID Unit issued 16 October 2017. Life-of-site ends when the Facility
reaches its final permitted elevations or by 31 December 2057. Any significant site changes may require permit
modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division
of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to,
pertinent Site, Operation, and Waste Screening plans.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review.
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Municipal Solid Waste Landfill with a separate Land-Clearing and Inert Debris (LCID)

landfill, a white goods management area, a scrap tire collection area, an electronics recycling area, and a
pallet collection/grinding area.
2) This Facility is permitted to receive all Municipal Solid Waste, Construction & Demolition Waste, Yard
Waste, Land-clearing Debris, Scrap Tires, and White Goods generated within Onslow County.
3) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the facility entrance.
4) The Facility is secured by means of a locked gate at the Facility entrance.
5) The hours of operation are Monday through Saturday 6:30 AM to 5:00 PM. Three Holidays are observed:
New Year’s Day, Thanksgiving Day, and Christmas Day.
6) The Facility access roads are of all-weather construction and are well maintained at this time.
7) Landfill Gas (LFG) is collected and plumbed to the on-site Enerdyne Power Systems LFG-to-Energy plant.
8) The LFG-to-Energy plant was in operation during this Facility Compliance Inspection.
9) This Facility maintains a separate area with roll-off containers for use by residential customers. This area is
well maintained with no overflow or windblown debris observed during this Facility Compliance Inspection.
10) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well-maintained
at this time.
11) Leachate is treated and stored in on-site leachate containment tanks until pumped via force main to the City of
Jacksonville Wastewater Treatment Plant.
12) This Facility is currently operating in Phase IV.
13) The waste type was reviewed. No unpermitted materials were observed at the working face during this
Facility Compliance Inspection.
14) Windblown debris is collected and returned to the working face throughout the workday. Windblown debris is
being well managed at this time.
15) Work is ongoing to repair erosion on the outside slopes of Phase III. Please continue to monitor all repaired
areas to ensure the seeded cover crop germinates properly. *Any areas of sparse cover or poor germination

should be re-seeded to establish a cover crop suitable to prevent erosion of your landfill cap system.
16) The LCID Landfill was reviewed during this Facility Compliance Inspection.
17) No unpermitted materials were observed at the LCID working face during this Facility Compliance
Inspection.
18) The LCID Landfill footprint has been marked with permanent, highly visible marker posts delineating the
permitted disposal area.
19) All LCID Landfill sideslopes are being maintained at a slope not greater than 3:1 and a cover crop of warm
season grasses has been established on all non-active areas of the LCID landfill.
20) The LCID cover crop is well maintained and no areas of erosion were observed during this Facility
Compliance Inspection.
21) The Scrap Tire Management Area is being well maintained at this time.
22) All scrap tires are placed directly into trailers for temporary storage until transported to Central Carolina Tire,
permit #43-04 in Cameron, NC for final disposal.
23) An adequate number of trailers are maintained on-site for the volume of tires managed by this Facility.
24) The White goods/Scrap Metal, Electronics, and Scrap Tire Recycling Element was reviewed during this
Facility Compliance Inspection. This element of the Facility is being well managed at this time.
25) All collected white goods and scrap metal are being maintained on the concrete pad.
26) Freon containing white goods are being maintained in an upright condition and separate from non-Freon
containing white goods and other recyclable metals.
27) No off-site erosion was observed during this Facility Compliance Inspection.
28) *Corrective measures are required as a result of this Facility Compliance Inspection Report.
