A complete permit review request for the next five-year phase of construction and/or operations is due on or before 8 February 2021. This application must comply with the rules and regulations in effect at the time of the application. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Land Clearing and Inert Debris (LCID) Landfill. 2) This Facility is recorded with the Craven County Register of Deeds at: Book #0960; Page #0788 and Book #2005; Page #0350. 3) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block. 4) Proper signage has been posted and is being maintained at the entrance to the landfill indicating the permit number, list of acceptable waste types, and the Facility emergency contact number. 5) The site is secured with two locked gates. One located at the property entrance and another at the Facility entrance and has controlled access for safety. The property access gate was unlocked and open upon my arrival and an attendant was on-site during this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 25I_INSP_20180502 Page 2 of 4 6) The access road to the Facility is of all-weather construction and is being managed properly at this time. 7) This Facility has permanent, highly visible, edge-of-waste markers in place delineating the landfill waste disposal footprint. 8) The soil sedimentation and erosion control measures were reviewed and no off-site erosion was noted during this Facility Compliance Inspection. 9) Soil is stockpiled adjacent to the landfill and on the top lift in an area adjacent to the active working face for use as cover. 10) The active working area is being compacted and covered as required. Please continue to ensure that the active working area is being covered monthly or when it reaches one acre in size, whichever occurs first. 11) The waste type being disposed is landclearing and inert debris and there were no unacceptable waste streams noted during this Facility Compliance Inspection. 12) The surface water ditches have recently been cleared of sedimentation and excess vegetative growth. 13) The on-site stormwater basins were reviewed. The basins were free of excess brush, had stable sideslopes, and no visible signs of erosion. 14) Overall, the Facility sideslopes have a well-established cover crop of native warm season grasses and are being maintained at a slope not greater than 3:1. However, and area of sparse cover was observed on the eastern sideslope. *Please seed and mulch all areas of sparse cover to establish a groundcover suitable to prevent erosion of your landfill cap system. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 25I_INSP_20180502 Page 3 of 4 15) Areas of erosion were observed on the eastern sideslope. *Please repair these areas by filling and grading and then seeding and mulching to establish a groundcover suitable to prevent erosion of your landfill cap system. 16) The northern end of the landfill has recently been covered and graded. 17) Please continue to ensure that all Facility sideslopes are compacted, covered, and graded at a slope not greater than 3:1. All outside slopes should also be seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system. 18) Inert debris consisting of asphalt, scrap concrete, and concrete block is being stockpiled for reuse in an area adjacent to the landfill. These materials have recently been crushed and staged on-site for re-use. *Please note that the State rules regarding recovered materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months. 19) No violations were observed during this Facility Compliance Inspection. 20) *Corrective measures are required as a result of this Facility Compliance Inspection.
