Any significant site changes may require permit modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to, pertinent Site, Operation, and Waste Screening plans. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A- 290(a)(35). 2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2510T_INSP_20180502 Page 2 of 5 animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. 3) All Municipal Solid Waste and Construction & Demolition Waste managed by this Facility is transferred to the Coastal Regional Solid Waste Management Authority MSW Landfill, permit #25-09 in Tuscarora, North Carolina for disposal. 4) This Facility is permitted to receive solid waste generated by and on Marine Corps Air Station Cherry Point and all related ancillary Marine Facilities. 5) This Facility is not open to the public. 6) Daily operations at this Facility are performed by contract employees of Six Nations Incorporated of Wayne, Michigan. 7) The operating hours for this Facility are from 8:00 AM to 4:00 PM Monday through Friday. Ten Holidays are observed: New Year’s Day, Martin Luther King Jr Day, Presidents’ Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. 8) A responsible individual trained in Facility Operations must be on-site during all times during operating hours of the Facility, in accordance with NCGS 130A-309.25. An attendant must be present to oversee the loading and unloading of waste. The certified operators for this Facility are as follows: Richard Dean Hines: SWANA Certified Transfer Station Operations Specialist; expires 19 December 2020 Jimmy Dickerson: SWANA Certified Transfer Station Operations Specialist; expires 7 December 2020 9) A complete copy of the Facility Operations Plan is maintained in the Environmental Affairs Department and at the Transfer Facility. 10) A copy of the Facility Contingency Plan has been posted at the Transfer Station in an area readily accessible by all Facility personnel. 11) Site access and security are controlled by means of a locked gate at the Facility access on Roosevelt Boulevard and at the Facility entrance on Mockingbird Road. 12) Proper signage is posted at the entrance to the Transfer Station stating the Facility permit number, list of banned materials, and the emergency contact number. 13) The access road is of all-weather construction and is well maintained at this time. All Facility access roads were paved during the recent construction project. 14) A roll-off container is maintained on site for the management of recyclable metals. 15) A roll-off container is maintained on site for the management of wood wastes. 16) Fire extinguishers are maintained in the Facility transfer trucks and in the transfer station office. A hose bib and water hose are also located at the transfer station adjacent to the loading area. 17) All water used for maintenance at the Facility is managed as leachate. 18) Leachate is managed with an on-site oil water separator and is pumped to the MCAS Cherry Point Sewer Treatment Plant by means of a pump station and force main. 19) The leachate collection drains were free of debris during this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2510T_INSP_20180502 Page 3 of 5 20) The leachate collection and management system appear well maintained and were functioning properly during this Facility Compliance Inspection. 21) Access around the Facility is generally stable however, areas of sparse cover and erosion were observed on the slope on the southern side of the Transfer Station during this Facility Compliance Inspection. *Please seed and mulch all areas of sparse cover to establish a groundcover suitable to prevent erosion. All eroded areas should be filled and graded and then seeded and mulched to establish a groundcover suitable to prevent erosion. It is recommended that drain tile be installed to convey water from the Facility downspouts to the base of the sideslope to prevent future erosion issues. 22) The trailer loading area is policed throughout the workday and as loaded trailers are removed from the loading bay. 23) Waste is loaded into the transport trailers in a timely manner. 24) This Facility maintains an adequate number of trailers on-site to properly manage the volume of waste FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 2510T_INSP_20180502 Page 4 of 5 received during operating hours. 25) This Facility screens all loads for unpermitted materials. Each screening is recorded in a log book which is maintained in the Facility office. The logbook was in order and presented for review during this Facility Compliance Inspection. 26) The transfer station tipping floor is cleaned and washed down throughout the day. The tipping floor had recently been cleaned prior to my arrival. 27) This Facility is overall well maintained and well operated. 28) No violations were observed during this Facility Compliance Inspection. 29) *Corrective measures are required as a result of this Facility Compliance Inspection.
