ADDITIONAL COMMENTS
On May 3, 2018, John Patrone met with Kent and Brenda Coble and Deanna Coble Martin to conduct a comprehensive
inspection of the Coble’s Sandrock, Inc. C&D Landfill on Foster Store Road in Liberty, Alamance County.
1. The facility is a construction and demolition debris (C&D) landfill.
2. The facility also conducts a yard waste (YW) management operation, a postconsumer recycled asphalt shingles
(PRAS) operation (T&P), a recycled materials recovery operation (T&P), and a mobile home deconstruction
operation (T&P).
3. The facility permit, site plan, and operations plan were discussed.
4. The facility is in operation Monday through Friday 7:30 am – 4:30 pm.
5. The facility also crushes concrete, mines a pre-existing land clearing and inert debris (LCID) landfill in future
Phase 4, and has a Temporary Disaster Debris Staging Site (TDDSS).
6. The permit approves the operation of Phase 1, Phase 2, and Phase 3A and the construction of Phase 3B.
7. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to operation of Phase 3B.
8. The facility is accepting C&D in Phase 3A.
9. Mr. Coble stated that it may be another year before Phase 3B is expected to be operational. Currently, Phase 3B
has been mined but needs to be contoured to grade.
10. The facility has installed a groundwater monitoring well [MW-11] adjacent to future Phase 3B. The groundwater
monitoring well was observed during the inspection.
11. The facility service area is located up to 25 miles from the landfill. Existing customers located outside of the 25-
mile radius are grandfathered under the franchise agreement. New customers outside of the 25-mile radius may
replace existing customers.
12. The facility commonly receives material from: Alamance, Chatham, Durham, Guilford, Orange, and Randolph
Counties.
13. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt at the landfill
area.
14. The facility shall not accept yard trash.
15. The following are facility certified personnel:
a. Brenda Coble, Certified Landfill Operations Specialist, No. LF-2000112, exp. 12/13/18
b. Deanna Coble Martin, Certified Landfill Operations Specialist, No. LF-2013072, exp. 11/07/19
c. Timothy E. Jackson, Certified Landfill Operations Specialist, No. LF-2015015, exp. 03/24/18 (to renew)
16. The facility conducts ~ 4 waste screenings a month. Waste screening records were observed for July 2017 through
April 2018.
17. The facility maintains a record of the amount of material received. The facility received 12,781 tons of C&D from
July 1, 2017 through May 12, 2018. The facility also received 457.68 tons of concrete.
18. The facility annual report (FAR) dated July 19, 2017 was received by the SWS. Tonnage received July 2016
through June 2017 is 16,715.18.
19. The facility maintains a record of the amount of recyclable materials hauled-off. Records for July 1, 2017 through
May 2, 2018 were observed. The tonnage hauled-off for: cardboard = 70.86, scrap metal = 766.63, crushed concrete
= 394.60, and mulch = 407.59.
20. The amount of recyclable materials on site is estimated: cardboard = 20 yd3, scrap metal = 200 tons, crushed
concrete (prepared for sale) = 20 tons, and mulch = 500 tons.
21. The PRAS is weighed as it is hauled-off. Ms. Coble Martin was remined that the PRAS shall be routinely hauled-
off for recycling.
22. It was stated that there is ~ 400 tons of concrete on site to be crushed/prepared for sale.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

23. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
September 13, 2016.
24. A vehicle scale test was conducted by Central Carolina Scale, Inc. on July 25, 2017.
25. The working face appeared adequate, small and compact.
26. The facility maintains a weekly soil cover log recorded on a wall calendar. Records were verified for July 2017
through April 2018. The day of the week soil cover is applied generally depends on weather conditions. If cover
is applied Monday through Thursday it occurs ~ 4:30 pm and on Friday at ~ 1:00 pm.
27. The facility shall cover solid waste with six-inches of soil when the waste disposal area exceeds one-half acre and
at least once weekly. Solid waste shall not be visible when covered.
28. The landfill footprint is designated by edge of waste markers.
29. The facility maintains semiannual groundwater and surface water monitoring test records conducted by Joyce
Engineering, Inc. and analyzed by Pace Analytical Services, Inc. Records for April 10-11, 2017 and October 16-
17, 2017 and January 9-10, 2018 were observed. An exceedance is noted for each monitoring event. It was stated
that a semiannual groundwater and surface water monitoring test was conducted in April 2018 and that the results
are pending.
30. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by Joyce
Engineering, Inc. Records for second (May 16th), third (July 7th), and fourth (October 17th) quarters 2017 and first
(January 29th) quarter 2018 were observed. No exceedance of the methane LEL is noted.
31. The facility tests for hydrogen sulfide. Records observed mirror that of the methane monitoring. No exceedance
of the hydrogen sulfide LEL is noted.
32. The facility is borrowing soil from future Phase 6.
33. Mr. Coble stated that the mining operation conducted at the old LCID landfill in future Phase 4 is near completion.
34. Ms. Coble Martin stated that the facility has accepted 5 mobile homes in the past 12 months.
35. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) at the landfill for C&D
and vegetative material. The TDDSS number is: DS01-015.
36. Three acres are allotted for the management of vegetative material associated with disaster debris within the
undeveloped C&D landfill future Phase 5.
37. Demolition material associated with disaster debris shall be placed in the landfill/at the working face, managed
per the facility permit, operations plan, and the SWS rules.
38. The facility was issued an erosion and sedimentation control plan for Phase 3 (certificate observed) on 10/18/06:
ALAMA-2006-050 w/modifications.
39. The facility installed wooden posts and fencing encompassing an area of ~ 2.4 acres atop Phase 1 of the landfill
cap (primarily, the rear external side slope) to graze goats. The grazing area atop the landfill cap has been
extended [with the use of metal stakes and fencing].
40. The Snow Camp Volunteer Fire Department and/or the E.M. Holt Fire Department can be contacted to address
an emergency at the facility.
41. No windblown material was observed.
42. The landfill cap appeared to be in good condition. Mr. Coble was reminded to ensure woody vegetation is
removed and bare areas are sown with grass seed.
43. The facility has all-weather access roads.
44. The facility is secured by a locked gate.
45. The facility has proper signage.
46. The facility permit expiration date is September 2, 2019.
47. The facility permit renewal application shall be submitted to the SWS by June 9, 2018.
48. The SWS hydrogeologist assigned to this facility (01-05) is Perry Sugg (w. 919-707-8258,
perry.sugg@ncdenr.gov).
