STATUS OF PAST NOTED VIOLATIONS:
Landfill Gas
Town of Wake Forest MSW Unit(s) Post Closure Permit dated April 16, 2001, Condition No. 1 –
Management of Landfill Gas: The owner and/or operator shall take the measures necessary to ensure that the
closed site shall continue to meet the design standards for landfill gas found in Rule .0503(2)(a). Notice of
Violation issued April 1, 2014. Resolved.

STATUS OF PAST NOTED VIOLATIONS (continued):
15A NCAC 13B .0503(2) (a) The site shall meet the following design requirements: The concentration of
explosive gases generated by the site shall not exceed: (i) twenty-five percent of the limit for the gases in site
structures…
(ii) the lower explosive limit for the gases at the property boundary; Notice of Violation issued April 1, 2014.
Resolved.
In accordance with the approved Landfill Gas Monitoring Plan, submitted to the SWS on May 16, 2014, landfill
gas monitoring wells were installed between December 11, 2015 and December 15, 2015.
In accordance with the approved Landfill Gas Monitoring Plan, a permanent landfill gas meter must be installed
in the enclosed training/storage structure located adjacent to the firing range which reportedly contains
munitions for use at the firing range. The landfill gas meter still has not installed. Resolved.
Groundwater Monitoring
Town of Wake Forest MSW Unit(s) Post Closure Permit dated April 16, 2001, Condition 8 - Water
Quality and Monitoring Requirements: Groundwater Quality at this facility is subject to the “Classification
and Water Quality Standards Applicable to the Groundwaters of North Carolina,” 15A NCAC 2L. This
includes but is not limited to, the provisions for detection monitoring, assessment, and corrective action. Notice
of Violation issued April 1, 2014. Unresolved.
Under 15A NCAC 13B .0503 (d)(ii)(A) The site shall meet design requirements that will ensure that the
groundwater standards established under 15A NCAC 2L will not be exceeded in the uppermost aquifer at the
compliance boundary established by the Division in accordance with 15A NCAC 2L. Notice of Violation
issued April 1, 2014. Unresolved.
The facility has not submitted a corrective action plan to address VOC contamination above 2L
standards that have been detected from ground water samples that were taken on September 5, 2014
OBSERVED VIOLATIONS:
No additional violations noted.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The facility is a closed sanitary landfill originally permitted by the NC Department of Human Resources,
Division of Health Services, Solid & Hazardous Waste Management Branch. Records indicated that the
facility ceased accepting waste sometime between the late 1980s and 1991. The property is owned by the
Town of Wake Forest. A closed facility permit modification was issued in 2001 to include construction of a
firing range for the Town of Wake Forest Police Department.
1. The facility must submit a corrective action plan to address VOC contamination above 2L
standards at the facility within 60 days of receipt of this inspection. Within 60 days of receipt of
this inspection report, please submit a completed groundwater corrective action application
selecting a remedy and two contingency plans for this facility. The North Carolina Solid Waste
.0500 Groundwater Corrective Action Application is conveniently located on our Solid Waste
Section Environmental Monitoring webpage at

16af8aefdc7b&groupId=38361. After the Solid Waste Section approves the selected remedy
and the two contingency plans in writing, a submittal of a Groundwater Corrective Action
Plan (CAP) will be required. The Solid Waste Section will review the submitted Groundwater
Corrective Action Plan (CAP) and approve, or request additional information prior to its
implementation.
2. Access roads are of all-weather construction and are being well maintained.
3. The facility is secured by a locked gate and has proper signage.
4. A firing range and training facility for the Town of Wake Forest Police Department is currently
located on the southern side of the property on the closed landfill. A large, L-shaped berm was
constructed in 2007 to the north of the training area to reduce noise carrying to neighboring residential
areas. The firing range is secured with a fence.
5. A permanent landfill gas meter has been installed in the enclosed training/storage structure located
adjacent to the firing range which reportedly contains munitions for use at the firing range. The meter
was reading 0 when checked during inspection. The meter is set to notify Mike Barton if the alarm
goes off.

6. Edge of waste markers indicating “Landfill Boundary” have been installed around all areas where
waste was disposed. Markers delineate areas where ongoing maintenance is required and land use
restrictions are necessary. Markers are of durable materials (similar to street signs) and are visible by
line of site from one to the next. A couple of the markers have been damaged by fallen trees during
recent storms and will need repair.
7. When removing downed trees on the landfill cap be certain the integrity of the landfill cap is not
impacted.
8. The landfill cap needs to be properly maintained and provided with native grasses. The cap integrity has
been impacted from excessive growth of small pines. The trees need to be removed from the landfill
cap.
9. All monitoring wells must be constructed and maintained in accordance with 15A NCAC 02C .0108.
a. All groundwater monitoring wells are properly labeled.
b. All groundwater monitoring wells have well plugs/caps installed.
c. Except for MW-3 all groundwater monitoring well have been “provided with a lockable cap in
order to reasonably ensure against unauthorized access and use”. Please be sure MW3 has a
lock.
10. Well abandonment record for MW-6 was submitted to the Division of Waste Management by Jim
Gilchrist with Froehline & Robertson, Inc. on May 28, 2015.
11. Continue to conduct semi-annual groundwater and surface water sampling events. Landfill gas
monitoring is to be conducted quarterly and results are to be submitted to the NC Solid Waste Section
if there is an exceedance at the property boundary.

12. Tires, white goods, and miscellaneous household garbage were noted adjacent to the creek on the
northeastern side of the landfill. This waste needs to be removed from the flow of storm water and
properly disposed of at a permitted facility. Metals should be recycled.

13. Corrective actions are needed as a result of this inspection. If compliance is not achieved in the
near future, then enforcement action will be taken
