The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
01 - This follow-up inspection was conducted to check the progress on the clean-up of windblown trash that was noted
on the last inspection report dated March 06, 2018. 02 - Most of the windblown trash has been cleaned up. There is still some improvement to be made.
03 - The Bowen Company manages this Transfer Station with their staff.
04 - The Bowen Company has added more staff to help with the windblown trash issue. Trash was being picked up during this inspection.
05 - Bears are getting into the transfer station and loaded trailers and compounding this windblown trash issue. One bear came into the transfer station during this inspection. 06 - Dare County staff will be working on securing funding to replace electric fencing outside of the chain link
fence and auto gates to keep the bears out of this facility. 07 - Dare County staff has contacted the North Carolina Wildlife Resources Commission officer (J. Chris Turner) for assistance for this ongoing issue.
08 - Another follow-up inspection will be conducted soon to ensure the windblown trash issue has been resolved. 09 - Facility has 3 Certified Transfer Station Operations Specialist: Kelvin L. Wrighton – expires November 05, 2018, Deborah A. Equils – expires November 03, 2019 and Thomas Tillett – expires October 10, 2020.
10 - Leachate drain grates are being replaced. 11 - Behind tipping floor push walls and loading bays needs to be cleaned daily.
12 - Corrective action needs to be taken due to the results of this inspection.
13 - Digital pictures were taken during this Follow-up Inspection.

• Bear on trailer being loaded in the tipping floor bay. Leachate drains grates to be replaced.
• Windblown trash area outside fence and next to Transfer Station Building. Looking better. Behind building
was the worst area.

• East side of tipping floor, push wall being cleaned. Loading bay needing daily cleaning.
