Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The Construction and Demolition (C&D) Debris Landfill ceased operation on June 30, 2008 2. The closed C&D landfill is located atop an unlined solid waste sanitary landfill. 3. A gate was provided at the entrance to the facility to prevent unauthorized access. 4. The facility maintains semiannual groundwater and surface monitoring records. 2nd semiannual sampling results for 2016 (performed December 1, 2016 – December 3, 2016), 1st semiannual sampling results for 2017 (performed on May 31, 2017 – June 1, 2017), and 2nd semiannual sampling results for 2017 (performed December 13, 2017 – December 14, 2017) were verified. 5. Methane monitoring was being performed quarterly. Records for monitoring events performed 3/10/16, 6/17/16, 9/20/16, 11/29/16, 3/6/17, 5/31/17 through 6/1/17, 10/12/17, and 12/11/17 were verified. 6. The landfill cap was stabilized with native vegetation and regularly mowed. 7. It appeared that trees and brush previously observed on the southeast slope of the landfill had been removed. Please continue to remove this type of material from the landfill as it is observed. 8. No areas of significant ponding were observed. 9. Edge of waste markers were in place. 10. The facility also contains an unlined municipal solid waste sanitary landfill unit north of the C&D landfill adjacent to the recycling area which closed prior to October 9, 1991. a. During the previous inspection, and area of dense vegetation and brush was observed on the western portion of the landfill. Since the previous inspection, the aforementioned vegetation had been removed from the landfill. b. It appeared that edge of waste markers had been provided along the entire perimeter of the landfill.
