Subject:Compost pilot studies - Mecklenburg's compost facilities
Hello Darren,
This is in response to your request for pilot studies at the three Mecklenburg compost facilities, see attached original
requests. We approve the pilot study requests as discussed below. Please notify our office when the respective pilot
studies begin.
The requested pilot studies are for (1) adding ground drywall to compost at Foxhole Landfill (6019‐COMPOST‐2017) and
Compost Central (6012‐COMPOST‐1991), and (2) adding water treatment residuals to the compost at the Valleydale
Road compost facility, 6036‐COMPOST‐2017.
Drywall:
1. The recycled material is new material that arrives source separated at the Foxhole landfill.
2. It is being added to the compost at the beginning of the process.
3. At Foxhole, drywall will be ground and mixed in a windrow with yard waste in a 3: 1 and a 2: 1 yard waste to
drywall ratio using a track hoe. Mixed material will be composted following the operations plan/permit.
4. The purpose of the test at Foxhole landfill is to determine if the finished compost will integrate with clay soils
used for landfill cover material.
5. The purpose of the test at Compost Central is to diversify markets for the processed drywall, and to test ability
of the drywall to reduce odors during composting.
6. At Compost Central, ground drywall will be brought to the facility and mixed with leaves in testing ratios not to
exceed 1: 1 leaves‐to‐drywall. Yard waste will be added. Mixed material will be composted in windrows
following site plan/permit. It will be observed for odor periodically during the study and observations recorded.
7. The volume of drywall for the test is approximately 1500 cubic yards at Foxhole, and approximately 2000 cubic
yards at Compost Central.
8. Time for project is up to six months for both sites.
9. At the end of the project, a summary report should be submitted to our Section, describing the process and the
lessons learned.
10. The County should make an effort to ensure that the recycled drywall for this project does not contain additives
that could be harmful to public health or the environment. Some drywall can contain formaldehyde, fire
retardants, or mold inhibitors. Synthetic gypsum contains a product from coal fired power plants with the
potential for heavy metals.
Water treatment residual:
1. The material to be added to the compost process is filter backwash residual from a Charlotte water municipal
water supply treatment facility. This is from water supply treatment, not wastewater treatment.
2. The purpose of the study is to determine if it can reduce odors during composting, and what effect it has on the
compost product.
3. Residual will be applied on the surface of the yard waste windrows and mixed in during turning. It will be
observed for odor periodically during the study and observations recorded.
4. Product at the end will be sent for lab analysis for the U.S. Composting Council for the Seal of Testing Assurance
(STA).

5. Time for project is 1 month.
6. At the end of the project, a summary report should be submitted to our Section, describing the process and the
lessons learned, and include analytical testing results.
