Re: Permit to Construct and Operate– Martin County C&D Landfill, Permit 5901-CDLF-1995

Dear Mr. Bone:

Please find enclosed the Permit to Construct and Operate for the Martin County C&D Landfill.
This permit approves the Permit to Construct for Fill Sequence 2, the renewal of the Permit to
Operate, and the vertical expansion. The vertical expansion was a substantial amendment, an
increase of more than 10% of the previous approved landfill volume.

In general, the new facility permit does not reiterate permit conditions which are included in
the Solid Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions
which are included within the approved plans, such as site specific operations. Please review
the conditions of the permit carefully.

The most recent documents will be available online in a few days.

Please submit a schedule by June 12, 2018, for removal of the waste placed outside the
boundaries in two areas of the landfill, that are not part of the 1 acre expansion area.
