Kivett Drive in High Point, Guilford County. 1. The municipal solid waste (MSW) landfill is located on property owned by the City of High Point. The property also contains a treatment and processing (T&P) operation, a convenience center, and a temporary disaster debris staging site (TDDSS). 2. The landfill is in operation Monday through Friday 7:30 am to 4:30 pm. 3. The facility site plan, permit, and operations plan were discussed. 4. The MSW landfill consists of two lined fill areas: Area 1, Phases 1 – 3A and Area 2, Phases 4 and 5A and 5B. 5. The MSW landfill Area 1 is inactive. It is capped. A partial closure letter, dated December 19, 2016, was issued by the SWS for approximately 23.8 acres (of the approximately 39.1-acre area). 6. The facility permit approves the operation of Phases 1 through 5B and construction of Phase 5C. 7. The facility has not begun physical construction on landfill Area 2, Phase 5C. 8. Ensure the requirements of attachment 2 – conditions of permit to construct are met prior to beginning construction of Phase 5C. 9. In the future, the facility plans to reroute a portion of Kersey Valley Road that runs between landfill Areas 1 and 2 and adjoin the landfill areas. The landfill area between the two phases will be Phase 5C. 10. The facility address for landfill Area 1 is 3854 E. Kivett Drive, High Point. 11. The facility address for landfill Area 2 is 3940 E. Kivett Drive, High Point. 12. The facility is operating in Area 2, Phase 5B. 13. The following are certified personnel: a. Michael Spencer, Manager of Landfill Operations, No. 905194, exp. 06/07/19 b. [David] Wayne Hunt, Certified Landfill Manager, No. 16-02M-00246, exp. 12/09/19 c. Charles Scierce, Certified Landfill Operations Specialist, No. LF-2015020, exp. 03/24/18 (to renew) 14. The facility is permitted to receive solid waste from Davidson, Forsyth, Guilford, and Randolph Counties. 15. The facility does not accept scrap tires. 16. White goods are placed in a roll-off container at the convenience center. The white goods are managed by the City of High Point Material Recovery Facility (MRF) and are hauled off once a week. 17. A vehicle scale test was conducted by J.A. King, on the inbound and outbound scales, on March 13, 2018. 18. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services, on the inbound and outbound scales, in August 2015. 19. The facility maintains records of the amount of solid waste received. The amount of solid waste received from April 2017 through March 2018 is 109,819.03 tons. 20. The facility annual report (FAR) was received by the SWS dated July 18, 2017. Facility throughput for July 2016 through June 2017 is 111,386.4 tons. 21. The facility maintains waste screening reports. At least one vehicle per week but not less than one percent by weight of the waste stream shall be screened. Records for April 5, 2017 through April 9, 2018 were observed. 22. The facility is permitted to co-dispose of wastewater treatment sludge. Mr. Spencer stated that the facility has not received wastewater treatment sludge and that the City of High Point hauls it to Uwharrie Environmental Regional Landfill (62-04) in Montgomery County. 23. The facility is permitted to use tarps. Two tarps are commonly used. Six inches of earthen material shall be applied at a minimum of one time per week or more frequently to control disease vectors, fires, odors, blowing litter, and scavenging. 24. The facility is in the process of conducting an alternate source demonstration. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility has installed a new groundwater monitoring well MW4R to replace groundwater monitoring well MW4 per its Proposed Scope of Work and Additional Work Activities – Alternate Source Demonstration Addendum (see SWS letter response dated 08/15/17, DIN 28394). 26. The new groundwater monitoring well (MW4R) is currently labeled MW4A. Ensure it is relabeled as MW4R. 27. Groundwater monitoring well MW4 is below grade. It is located under a paved roadway. The groundwater monitoring well appeared adequately plugged but the area under the metal lid, on the inside of the outer well casing, contained several inches of water. Mr. Spencer was asked to ensure that the groundwater monitoring well outer casing is made watertight. Please discuss this issue with Christine Ritter, Hydrogeologist – SWS, at 919- 707-8254. 28. The facility maintains semiannual groundwater and surface water monitoring and leachate test records submitted by Babb & Associates, P.A., analyzed by Environmental Conservation Laboratories, Inc. (ENCO). Records for groundwater and surface water monitoring and leachate testing conducted on May 2 and 3, 2017 and October 17 and 18, 2017 were observed. An exceedance is noted for each event. Mr. Spencer stated that the next semiannual groundwater and surface water monitoring and leachate test is scheduled to be conducted on April 25 and 26, 2018. Please submit future groundwater and surface water monitoring and leachate test reports to Christine Ritter at christine.ritter@ncdenr.gov. 29. The facility maintains quarterly methane monitoring records. Monitoring is conducted by Smith+Gardner, Inc. Records for methane monitoring conducted March 20, 2017 (1st quarter), June 7, 2017 (2nd quarter), September 22, 2017 (3rd quarter), December 11, 2017 (4th quarter), and March 14, 2018 (1st quarter) were observed. Monitoring results do not indicate an exceedance of the methane lower explosive limit (LEL). 30. The facility has installed a landfill gas extraction network in Area 1 for expected future use. Landfill gas extraction wellheads have not been installed and a landfill gas collection station has not been constructed. 31. The facility has installed four candlestick flares atop Area 1. The flares are used for the combustion of passive landfill gas. The flares automatically ignite when needed. If the flares malfunction, landfill gas will vent via the unfinished landfill gas extraction wellhead caps. The wellhead caps are designed to pop off to vent landfill gas. 32. The facility conducts routine inspection of the candlestick flares and wellhead caps. Records were observed for July 7, 2017 through April 6, 2018. 33. The facility has a leachate pump station that is connected to the municipal sewer system that collects the leachate from Areas 1 and 2. Operation of the pump station began in March 2017. 34. The facility has a 340,000-gallon leachate storage tank with secondary containment that is no longer used. Mr. Spencer stated that the facility plans to maintain the storage tank in good order in case it is needed in the future. The leachate storage tank had served Area 2. 35. The facility has a leachate storage pond that is no longer used. Mr. Spencer stated that the facility plans to have the pond removed. The stormwater that collects in the pond is currently pumped into a [leachate] pipe that feeds to the leachate pump station. The leachate pond had served Area 1. During the inspection, the leachate pond freeboard was ~ 10 feet. 36. The leachate collection lines are required to be flushed and camera inspected once every five years. The leachate collection lines were flushed and camera inspected by Jetclean America in November 2015 (Areas 1 and 2, Phases 4 and 5A). Area 2, Phase 5B was camera inspected on July 20-25, 2016. 37. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit No. NCG120000 and Certificate of Coverage (COC) No. NCG120105. The NPDES permit was issued November 1, 2012 and was set to expire on October 31, 2017 however, it was automatically renewed for one year by the Division of Energy, Mineral, and Land Resources (DEMLR letter dated 10/17/17). 38. The facility has an erosion and sedimentation control plan certificate of approval for Areas 1 and 2, Project ID: GUILF-2015-012, approved with modifications December 22, 2014. 39. The facility has a soil stockpile area on site. 40. The working face was small and compact. 41. Mr. Spencer stated that erosion rills will be repaired and bare areas will be sown with grass seed. 42. Trees atop a portion of the 15.3 acres of Area 1 that remains open are maintained. Mr. Spencer stated that the trees will be removed when Areas 1 and 2 are adjoined during construction of Area 2, Phase 5C. 43. The facility has white edge of waste markers along Areas 1 and 2. Land clearing debris, high carbon to nitrogen ratio material, pallets, treated wood, lumber scraps, engineered wood, and furniture manufacturing waste is ground for use only on the landfill working face access road [in lined areas] during inclement weather. 45. Mr. Spencer stated that when the material is ground, it is directly off-loaded into roll-off containers or dump trucks and brought to the landfill operations area. Mr. Spencer was reminded that ground treated and engineered wood shall not be stored on the ground outside of the lined landfill and leachate control areas. 46. Mr. Spencer stated that the facility grinds material ~ three times a year. 47. The area allotted for the wood waste T&P operation is ~ 2 acres. The area is also designated as a temporary disaster debris staging site (TDDSS), number DS41-004. 48. During the inspection, no odor off site was detected. 49. During the inspection, no windblown material was observed. 50. Mr. Spencer stated that the landfill cap is mowed when needed. 51. The City of High Point Fire Department can be contacted to respond to an emergency at the landfill. 52. Access roads are of all-weather construction. 53. The facility has proper signage. 54. The facility entrance is secured by a locked gate. 55. The PTO expiration date is September 28, 2021. Please contact me if you have any questions or concerns regarding this inspection report.
