STATUS OF PERMIT:
The Permit to Construct Phase 4 of the CDLF and the Permit to Operate Phase 1, Cell1L-Cell 1 and Phase 2 and 3 of the
CDLF was issued on April 10, 2017. The issuance date of the Permit to Construct is January 27, 2017. The initial, substantial, construction authorized by the Permit to Construct must commence within 18 months from the issuance date
of the permit.
PURPOSE OF SITE VISIT:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a closed MSWLF, a closed CDLF on top of a closed MSWLF, an active CDLF, a yard waste area, a compost area and a convenience area for residential waste and recycling.
2. The landfill is permitted to receive solid waste generated within the following North Carolina counties: Cabarrus and
counties contiguous to Cabarrus County (Iredell, Rowan, Stanly, Union and Mecklenburg). 3. Proper signage was observed at the entrance of the facility.
4. The facility is secured by a locked gate at the facility entrance.
5. Access roads are of all-weather construction. 6. The convenience area for residential waste is in the process of being renovated. Take measures to ensure that no
waste is placed on the ground in the temporary convenience area. All waste must go directly into a container or
dumpster.
Construction and Demolition Landfill:
7. The facility was working in Phase 3 of the CDLF. 8. The facility currently accepts 60 tons of C&D waste per day.
9. The working face was small and well controlled. 10. No unacceptable waste was observed. 11. Edge of waste markers were being maintained.
12. Good vegetative cover was observed on inactive areas.
Yard Waste Treatment and Processing Area:
13. No unacceptable waste was observed. 14. Take measures to ensure that waste received and product stored are maintained in reasonably sized piles with
adequate fire breaks and lanes.
Scrap Tire Area:
15. Tires are collected in a covered trailer and being stored properly.
White Good Area:
16. White goods containing Freon are separated from other metals and stored in an upright manner.
Records Review:
17. Reviewed permit, operations plan, soil cover log, weekly inspection records, scrap tire certification forms, training records, quarterly methane monitoring records, semi-annual groundwater and surface water monitoring and random inspection records (1 per week).
18. Certified Manager of Landfill Operations Certification:
