STATUS OF PERMIT:
A Permit Approval to Operate 0201-CDLF-1997, Alexander County CDLF and 0202T-TRANSFER-1998, Alexander
Co. Transfer Station was issued to Alexander County on February 20, 2017.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted to receive solid waste generated within Alexander County only.
2. All waste is transported to the Foothills Environmental MSW Landfill (Permit #: 14-03) for disposal.
3. A gate was provided at the entrance to prevent unauthorized access.
4. The facility had proper signage.
Records Review:
5. The Permit to Operate and Operation Plan were discussed.
6. Waste tonnage reports were verified for March 2017 through February 2018. The facility received 20,152.07-tons
of waste during this time.
7. Waste screening reports were verified for February 5, 2017 through March 26, 2018. Screenings appeared to be
performed with adequate frequency. The time of each screening had been provided on the designated forms as
recommended on the previous inspection report.

Operations Inspection of the Transfer Station:
9. No unacceptable waste streams were observed.
10. Continue efforts to repair portions of the steel that have been pulled back at the top of the push walls within the
facility as damage is observed. An area of most concern during this inspection was at the right corner adjacent to
the trailer loading bay as you enter the facility. As previously recommended, methods should be investigated to
prevent the steel from being damaged by facility equipment.
11. Inspection continued to find exposed rebar within the floor of the facility. Mr. Mitchell stated that staff would
soon start patching areas as they have been in the recent past. As previously recommended, alternative repair
options should be considered to ensure that the tipping floor can be operated in a sanitary condition at all times.
12. No waste was observed on the floor of the transfer trailer loading bay.
13. During the previous inspection, sediment had accumulated around the leachate drains within the floor of the
transfer trailer loading bay. It was recommended that all accumulated sediment be removed from the drains to
ensure proper function. This inspection found that the drains were free of any debris. Thank you for your attention
to this matter.
14. Mr. Mitchell explained that a portable litter vacuum had been purchased in order to address any buildup of small
windblown material that accumulates at the entrance and exit of the transfer trailer loading bay.
15. The walls of the facility were in need of pressure washing.
Operations Inspection of the White Goods Area:
16. White goods were being collected on a gravel pad adjacent to the access road that leads to the transfer station.
17. All white goods were stored in an upright condition.
18. This area was well managed.
Operations Inspection of the Tire Collection Area:
19. All tires were being maintained in covered trailers at the time of inspection.
20. This area was well managed.

Operations Inspection of the Yard Waste and Treatment & Processing (Wood Grinding) Areas:
21. Land clearing debris, pallets, and yard trash (leaves and grass clippings) were being maintained in separate
stockpiles.
22. Pallets had not yet been ground at the time of the inspection.
23. Good access had been provided around stockpiles of ground and unground material to allow for access by
firefighting equipment.
24. A small stockpile of finished compost was located on site along with an active compost windrow of leaves and
grass clippings.
25. No areas of significant ponding were observed during the inspection.
Supporting Comments:
26. The facility operates an asphalt shingle collection area west of the transfer station building.
x Shingles are collected in a concrete bunker. Concrete buttresses make up the walls of the collection area.
x Signs were posted detailing acceptable and nonacceptable materials.
x No unacceptable wastes were observed.
x All shingles were contained to the designated collection area.
27. A beneficial fill area is located on the west side of the Treatment and Processing Area. All fill in this area
consisted of unpainted concrete, brick, concrete block, and broken asphalt.
28. The facility operates a convenience area for the collection of recyclables adjacent to the scalehouse.
x Containers are provided for single stream recycling. Cardboard is collected separately.
x Electronics were being placed onto pallets and shrink wrapped.
x Used batteries were being collected onto pallets.
x A wooden shed is provided for the collection of florescent bulbs, CFLs, light ballasts, mercury switches,
and thermostats. All items were carefully packaged.
x Used oil is collected into a fiberglass drum.
x The convenience area was well managed.
