Alexander Co. Transfer Station was issued to Alexander County on February 20, 2017. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility consists of a Construction and Demolition Landfill located on top of a closed, unlined MSW landfill. 2. The facility is permitted to receive solid waste generated within Alexander County only. 3. The facility had proper signage. Records Review: 4. The Permit to Operate and the Operations Plan were discussed. 5. Waste tonnage reports were verified for March 2017 through February 2018. The facility received 2,470.56-tons of waste during this time. 6. Groundwater and surface water monitoring was being performed semiannually as required. First semiannual monitoring results for 2017 (performed June 28, 2017) and second semiannual monitoring results for 2017 (performed December 28, 2017) were verified. 7. Methane and hydrogen sulfide monitoring was being performed quarterly as required. Monitoring reports for events performed on 6/2/17, 10/19/17, 12/28/17, and 3/20-21/18 were verified. No exceedences above applicable standards were observed. 8. Waste screening reports were verified for April 5, 2017 to present. It appeared that the screenings were being performed with adequate frequency and appeared to represent 1% of the waste stream. 9. A soil cover log was being maintained. The log documented the date and number of loads of soil placed on the landfill. 10. Landfill Operation Specialist Certification provided by Josh Mitchell via email on 4/3/18: x Freddy Mitchell (expires 3/27/22) x Monty Payne (expires 9/5/21) x Cleveland Shinn (expires 9/5/20) x RD Story (expires 2/13/21) Operations Inspection of the CDLF: 11. Waste was being placed into Phase 1. 12. At the time of inspection, soil work was being performed to begin moving east into Phase 2. 13. The working face was less than one-half acre in size. 14. No unacceptable waste streams were observed. 15. Good earthen cover had been provided to inactive portions of the landfill. 16. Windblown waste was well controlled. Staff were in the process of picking up windblown material upon arrival at the facility. 17. It appeared that groundcover was sparse on inactive slopes of the landfill slopes which had resulted in slight rill erosion. Please ensure that all bare areas and those areas of sparse vegetative cover are reseeded to ensure the establishment of a groundcover sufficient to restrain erosion.
