Re: Notification of Appendix II Detections
Foothills Regional Landfill, Permit No. 14-03
Caldwell County, North Carolina
Dear Ms. Drummond:
On behalf of the Foothills Regional Landfill, Jett Environmental Consulting is submitting notification of Appendix II
constituents detected in site groundwater monitoring wells during the First Semi-Annual 2018 sampling event. This
notification is in accordance with NCDEQ Requirements for Municipal Solid Waste Landfill Facilities Section .1634(d),
which states the following:
“After obtaining the results from the initial or subsequent sampling events required in Paragraph (b) of this Rule,
the owner or operator shall: (1) Within 14 days, submit a report to the Division and place a notice in the operating
record identifying the Appendix II constituents that have been detected;”
Groundwater sampling was completed by Environmental Sampling & Services, Inc. (ES&S) on January 30,
2018. Analytical testing was performed by Pace Analytical Services, LLC for the initial Appendix II sampling
event for each of the site’s ten groundwater monitoring wells: MW-1R, MW-2R, MW-3R2, MW-4, MW-5, MW-
6, MW-7, MW-8, MW-9, and MW-10. Results were received by Jett Environmental Consulting on February 27,
2018. The attached Table 1 summarizes the Appendix II constituents that were detected above the solid waste
section limits (SWSLs) during the First Semi-Annual 2018 event. The parameters detected (barium, benzene,
and cobalt) are consistent with past events. The inorganic and organic constituents on Table 1 are also on the
Appendix I Detection Monitoring list.
The attached Table 2 summarizes the Appendix II constituents that were reported at estimated values between
the method detection limit (MDL) and the SWSL. The constituents on Table 2 are also on the Appendix I
Detection Monitoring list, with the exception of an estimated value of total mercury at MW-5 (J 0.1 ug/L). Any
analyte detected at a concentration greater than the MDL but less than the SWSL is believed to be present, but
the uncertainty in the value is high (i.e. laboratory interferences). As a result, the actual concentration is
estimated. No further action is required based on the estimated results. The full groundwater report and
statistical evaluation is currently being compiled and will be submitted per Sections .1632 and .1633. The
groundwater report will provide recommendations regarding Assessment and Appendix II monitoring activities.
Should you have any questions or concerns, please contact Mr. Derek Bouchard at (314) 302-3634 or Steve
Jett at (314) 496-4654.
2
Sincerely,
Steve Jett, LG #1825
