Dear Mr. Moore:

The Division Waste Management (DWM), Solid Waste Section (SWS) has completed reviews of
the life-of-site permit application for East Spencer Transfer Facility, Solid Waste Management
Permit No. 8004T-TRANSFER-1995. The application is titled as:
• Facility Operations Plan, Waste Management of Carolinas, Inc. East Spencer Solid
Waste Transfer Station, NCDEQ Permit No. 8004T-TRANSFER-1995. Dated January 20,
2018 and revised through March 20, 2018 (DIN 28794).

Based on the reviews, the SWS has no further comment on the application and hereby, issues
Waste Management of Carolinas, Inc. (Land Owner & Operator) the life-of-site Permit Approval
to Operate (the permit) for a continued operation of the above-reference transfer station (DIN
28795). This permit shall expire May 11, 2055 according to N.C.G.S. 130A-294(a2).

Enclosed please find two hard copies of the permit. Please pay special attention to the certified
copy of the permit (enclosed). To fulfill the General Permit Condition No. 3 of Attachment 1 of
the permit regarding permit recordation requirement, Waste Management of Carolinas, Inc. must
file the certified permit to the Register of Deeds office in Rowan County and returns the copy (entire
document including permit) to the SWS, within thirty (30) calendar days, from the date received,
with the page and book number, date of recordation, and Register’s seal.
