Hi Dan:

The Solid Waste Section (SWS) completes a review of the revised Facility Operations Plan dated February 27,
2018 (DIN 28782) and has one major concern regarding the existing leachate collection system inside the
transfer station, specifically the tipping floor area. In the February 27, 2018 letter, you pointed out “…the
leachate collection is currently inoperable.” After reviewing the facility historically submittals, the SWS
determines that Randolph County (the County) and the Waste Management of Carolinas, Inc. (WM) must
complete the following tasks prior to receiving a life-of-site permit approval to operate for the above-referenced
transfer station. The existing permit expired on March 10, 2018.
1. Submittal of a work/construction plan to construct a new leachate collection system (piping, trench, etc.)
on the existing tipping floor area inside the Transfer Station. The new collection system that is designed
by a NC -registered Professional Engineer should connect the existing leachate collection system as
described in the Section 4.0 Operational Procedures & Attachment No. 3 of the revised Facility
Operations Plan dated February 27, 2018. The info of the new system including, but not limited to,
layouts and sizes/dimensions of piping/trench/sump and material must be provided in the plan. The
tipping floor may be subject to being regraded to facilitate floor-surface drain to the new system. The
drawing(s) and typical details of the required info should be included in the work plan as well. The
schedule to complete the construction must be determined and provided in the Work Plan.
2. The Facility Operations Plan should discuss the routine cleaning (including sludge removal), inspection
and maintenance requirements of the entire leachate collection system including trench or trench
grate/sump grate, pit strainer, pump station, etc. The requirements for the documentation and record-
keeping should be also included in the Operations Plan.
Upon approving, the SWS will issue the County (Land Owner) and WM (the Operator) a life-of-site Permit
Approval to Construct to construct the approved new leachate collection system on the tipping area. A new
Permit Approval to Operate that will expire on June 02, 2044 according to NCGS 130A-294 (a)(2) will be
issued under the conditional approved status according to Rule 15A NCAC 13B .0203(b).
