Pursuant to Permit Condition No. 13, Part I of Attachment 3 of the Permit To Operate issued February 19, 2013 (DIN
18421), Granville County Oxford Subtitle D MSWLF, Permit No. 3901-MSWLF-2012 requests for an approval of applying
alternative daily cover (ADC) - automobile shredder residuals and/or earthen sand at the above-referenced landfill as
stated in the requested document dated March 23, 2018 (DIN 28796). After completing a review, the Solid Waste
Section (SWS) approves your request to use the automobile shredder residuals and/or earthen sand as an ADC at the
landfill per NCGS 130A-295.6(h1). Oxford Subtitle D MSWLF must apply the approved ADC according to the SWS
guidance document which can be downloaded at the following web link:

Please place this approval document and the above-mentioned ADC guidance document in the landfill operating record.

Hi Jason:
If the proposed ADC - automotive shredder residuals and sand is the approved material and mixture ratio as described in
the approved ADC (see the guidance document (page 4) downloaded from the following web link), you can apply to the
lined MSWLF directly. Please send in an official e-mail notification to Drew (Mary retired) and cc myself. The written
notification may include the date of starting use the ADC; if it is short term/one time deal, please write down the
termination date. Please document the amount (by weight though on-site scale) and type of each ADCs be used at the
landfill, the record must be available at the facility operating record and transfer to facility annual report.
When the new life-of-site permit issues, the new permit conditions of ADC, per NCGS 130A-295.6(h1) will be added to
the new permit.

Sand is an earthen material same as dirt which can be used as daily cover; however, you have to check if the sand is
clean one (not contaminated by petroleum or other chemical that exceeds the max limits - refer the guidance
document). If the foundry sand is the "sand" that you mentioned, foundry sand may be used as an ADC - refer page 10
of the guidance.

Ming, what do I need to do to use automotive shredder residuals and sand for alternative daily cover? It it currently not
in our permit to do. Do I do a letter stating the same and put in operating record?
