After completing a review, the Solid Waste Section (SWS) approves your request to use the automobile shredder residuals and/or earthen sand as an ADC at the landfill per NCGS 130A-295.6(h1). Please send in an official e-mail notification to Drew (Mary retired) and cc myself. The written notification may include the date of starting use the ADC; if it is short term/one time deal, please write down the termination date. Please document the amount (by weight though on-site scale) and type of each ADCs be used at the landfill, the record must be available at the facility operating record and transfer to facility annual report. When the new life-of-site permit issues, the new permit conditions of ADC, per NCGS 130A-295.6(h1) will be added to the new permit. https://edocs.deq.nc.gov/WasteManagement/0/edoc/723214/ApprovedACM_Rev1_GDE_20170721.pdf?searchid=f7d5 b34c-664b-4338-930a-d1db93f0272f Sand is an earthen material same as dirt which can be used as daily cover; however, you have to check if the sand is clean one (not contaminated by petroleum or other chemical that exceeds the max limits - refer the guidance document). If the foundry sand is the "sand" that you mentioned, foundry sand may be used as an ADC - refer page 10 of the guidance. Please let me know if you have any questions of the ADC.
