PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. Reviewed 2nd semi-annual groundwater (December 2016), 1st semi-annual groundwater (August 2017) & 2nd semi- annual groundwater (December 2017) 2. Reviewed quarterly methane monitoring reports (2-12-18, 11-14-17, 8-24-17, 5-16-17, 2-7-17). Facility staff continue to be performed quarterly methane monitoring. 3. The entrance to the facility is secured with a gate to prevent unauthorized access. 4. The access road to the landfill was well maintained and in good condition at the time of the inspection. 5. Edge of waste markers were in place and visible along the perimeter of the landfill. 6. The landfill had good vegetative cover and no erosion issues. 7. There were no trees or woody vegetation on the cap. 8. No ponding of water on the landfill was observed. 9. An inspection of all monitoring wells was performed to verify proper tags and locks. 10. Temporary disaster debris site (DS36-001) was verified and is still available for use. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
