STATUS OF PERMIT:
Closed unlined Municipal Solid Waste Landfill (MSWLF); closure certified on 9 October 1994 according to Rule
15A NCAC 13B .0505. In accordance with Rule 15A NCAC 13B .0510, this Landfill is subject to 30-year post-
closure care and environmental monitoring requirements.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed Scrap Tire Monofill and a closed Municipal Solid Waste Landfill.
2) This Facility is secured by means of a gate at the Facility entrance. The gate was open upon my arrival and
Washington County Solid Waste staff were on-site during this Facility Compliance Inspection.
3) The Facility access road is of all-weather construction and is being maintained in overall good condition at
this time.
4) The The Facility Surface and Groundwater monitoring is being conducted as required. The monitoring log,

which includes the most recent surface water and groundwater sampling reports, was in order and presented
for review during this Facility Compliance Inspection.
5) The most recent surface and groundwater sampling event was conducted in September 2017 by Environment
1, Inc of Greenville, NC. The report was compiled and presented in December 2017 by Smith Gardner
Engineers, Inc of Raleigh, NC.
6) The groundwater monitoring wells were observed during this Facility Compliance Inspection. All the wells
were readily accessible, painted with high visibility paint, properly labeled, and secured with functional locks.
7) Permanent edge-of-waste markers have been installed as required and are being maintained around the toe of
the landfill disposal area.
8) Scrap concrete, concrete block, and brick is staged on-site in an area adjacent to the landfill for future
grinding/crushing and re-use. The majority of the recyclable materials are transported to the Washington
County C&D Landfill, permit #94-04 and re-used in roadbuilding activities. *Please note that the State rules
regarding recovered materials state that for a material to qualify as a recovered material, the majority of the
material (75% or more) must be sold, used, or re-used within twelve months of staging at the site. If the
required volume of materials is not re-used within twelve months, then the materials must be properly
disposed at a Facility permitted to receive such wastes.
9) A cover-crop of native warm season grasses has been established and overall is well maintained throughout
the landfill.
10) The cover crop is mowed throughout the year as needed.
11) Several areas of ponding/standing water were observed on the top lift of the landfill. *As per our
conversation, as environmental conditions allow, please continue working to fill and grade these areas to
promote positive drainage of surface waters away from the landfill.
12) No off-site erosion was observed during this Facility Compliance Inspection.
13) *Continued corrective measures are required as a result of this Facility Compliance Inspection.
