Dear Mr. Foster:
On October 12, 2004, you sent me an e-mail requesting a reduction in the sampling analysis for
the soil disposal at the above referenced site. Currently, a composite sample from each roll-off container
is sampled via SW-846 Method 1311 for Toxicity Characteristic Leaching Procedure (TCLP) for the
entire suite of TCLP constituents. Based on our subsequent conversations no other constituents (semi-
volatile organic compounds, pesticides, or PCBs) have been detected to date. Therefore, DENR agrees
that it is reasonable to reduce the sampling requirements to include metals and volatile organic
compounds versus the entire suite of constituents. Once the analyses are complete the soil should be
disposed of properly in accordance with state rules and regulations. Please include copies of the
analytical data and waste manifest disposal certificates for final submittal once the activities are complete.
