ADDITIONAL COMMENTS
1. Amanda Bader with Harnett County contacted Liz Patterson, Environmental Senior Specialist with NCDEQ,
Division of Waste Management on Friday, March 9, 2018 to self-report three illegal loads of sandblast media
accepted at Dunn-Erwin C&D Landfill on Tuesday, March 6, 2018. Veronica Lee with Waste Industries
discovered that the loads were received at Dunn-Erwin C&D instead of Sampson Disposal on Friday, March 9,
2018 and contacted Amanda Bader.
2. Waste Industries mobilized trucks to pick up the material from Dunn-Erwin C&D Landfill. Harnett County was
in the process of mining out the material and sending to Waste Industries in Sampson County when Liz
Patterson arrived onsite at 1:00pm on Friday, March 9, 2018.

3. Mining operation completed Saturday morning, March 10, 2018. A total of 101 tons were removed from the
Harnett County landfill and trucked to Sampson County.
4. The service area for this facility is Harnett County.
5. The hours of operation are 7:30am – 4:30 pm Monday thru Saturday except close at 12:00pm Wednesday.
6. The facility has proper signage.
7. The facility is properly secured with a locked gate. Personnel are onsite during operating hours.
8. Records were not reviewed during this inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
