The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This facility is permitted to receive C&D solid waste generated within the following counties: Chatham, Durham,
Franklin, Granville, Johnston, Nash, Orange, Vance and Wake and the municipalities contained within those
counties.
2. The facility operates Monday through Friday from 7:00 am to 4:00 pm.
3. The Permit and Operations Plan were reviewed. Life-of-Site Permit to Operate issued on October 18, 2017.
4. An Emergency Management Plan is maintained onsite. Emergency contact information is posted in the scale
house. Emergency contacts are up-to-date.
5. Waste screening records were reviewed for January 2, 2018 through January 26, 2018. Personnel at the facility
complete 1 or 2 recorded inspections per operating day. The screening forms note any prohibited items observed
and a description of the load.
6. Any prohibited items observed during unloading or a screening event are loaded back onto the truck they came
in on to be removed from the facility. Loads known to contain asbestos are not accepted at the facility.
7. Tires that are found at the facility are placed in a covered roll-off container until they can be properly disposed.
8. Waste that requires additional sorting for recycle will be sent to the Wake Material Reclamation Facility (9224T).
Waste that is not able to be separated out for recycling is transferred to Material Recovery C&D Landfill (9231)
or Red Rock Landfill (9228) for disposal.
9. A review of the tonnage records for February indicates that approximately 150 tons per day are currently being
accepted into the facility.
10. The following are facility certified personnel:
Dennis Braxton: Certified Transfer Station Operations Specialist, expires 07/20/2017
William Debnam: Certified Transfer Station Operations Specialist, expires 4/14/2018
Dena Smith: Certified Transfer Station Operations Specialist, expires 3/26/2020
11. An excavator with a grapple claw is used to sort material at the facility. Scrap metal, cardboard, wood, and wood
pallets are separated and placed into roll-off containers for recycling. All roll-off containers are covered when the
facility is not in operation.
12. Fire extinguishers were observed on each piece of equipment, near the fuel tank, in the scale house, and on the
wall at the edge of the tipping floor. All extinguishers were found to be fully charged and appeared to be properly
maintained.
13. Sediment control ponds are being well maintained.

14. The tipping area was neat and clean with waste quickly sorted and loaded into outgoing trucks and containers.
Waste that accumulates outside the tipping floor barrier during loading of the transfer trailer is cleaned up after
each transfer truck is loaded. The tipping floor is concrete and is being well managed.

15. Windblown waste at the site was well controlled.
