Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS; 1 – This Facility is a closed Municipal Solid Waste (MSW) Landfill. 2 – The site is secured by a chain link fence with locked gates at the facility entrance. 3 – The Facility access road is constructed of all-weather construction and is being well maintained. 4 – Need to replace signage on the entrance gate stating the permit number, no trespassing (or similar language) & emergency contact information (911). 5 – Permanent, highly visible, Edge of Waste markers are in place except for a couple have been knocked down by the mower. Need to get these back up. 6 – This Facility manages landfill gas through a passive venting system. All the vents are maintained. 7 – The Facility monitoring wells were reviewed. Access to wells were maintained. All wells were secured by functioning locks. Staff is working to replace back hinge on all well heads. Staff is working on the request to replace the identification on all wells as to fading has occurred as was noted on the October 12, 2017 inspection report. 8 – The Facility has a well-established native grass cover on about 65-70 percent of the landfill to prevent erosion except in a few areas. Small amount of exposed waste was noted on the West and Northeast corners. Need to cover & seed ASAP. Watch the summer grass as to may have to do some seeding. Too early to tell at this time. Keeping the landfill mowed will help in the spreading of grass cover. Also, need to fill low areas that are holding water due to the berm around the top. 9 – Site has been recently mowed and looks good. 10 – Digital pictures taken during the Site inspection. Some attached. 11 – No violations were observed during this Facility Compliance Inspection. 12 – Corrective measures are required upon the results of this Facility Compliance Inspection.
