Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. A gate was located at the entrance to the facility to prevent unauthorized access. 2. A sign was posted at the entrance to the facility providing the contact number for emergency purposes. 3. The access road leading into the site was constructed of asphalt and well maintained. 4. A permanent observation tower/building is provided on site to monitor site activities. 5. At the time of the inspection, majority of the site was being utilized for disaster response. The Town of Wilkesboro has an approved Temporary Disaster Debris Staging Site (TDDSS) designated as DS97-003. A separate inspection report has been generated for the TDDSS. 6. At the time of the inspection, nine windrows of single-ground mulch were on site. These windrows were approximately 7-feet tall X 12-feet wide at the base. It is recommended that adequate space be provided between windrows to allow for access by firefighting equipment. 7. No processed compost or unprocessed leaves were observed on site. 8. All yard waste associated debris was being placed at the northeast corner of the site separate from any disaster related material. 9. The entire disturbed area appeared to be less than two acres in size at the time of inspection. 10. It appeared that all required buffers were being maintained. 11. Erosion and sedimentation control measures had been provided. No evidence of off-site sedimentation damage was observed. 12. A separate staging area for placement and grinding of broken concrete was observed on the far west side of the property. Mr. Wyatt explained that the concrete was generated from demolition of an old jail and multiple concrete road surfaces. No concerns were observed with this activity. 13. Please ensure that temperature records are maintained for any future compost activities. Mr. Wyatt explained that the Town was in the process of obtaining a temperature thermometer. Temperature recordation techniques were discussed during the inspection. 14. A stockpile of unprocessed wooden pallets was observed at the southeast corner of the site. A small amount of sheet plastic was observed attached to some pallets. One pallet was observed to have some OSB attached to it and another had 5 small pieces of approximately 4-inch PVC pipe attached. Mr. Wyatt stated that staff try to remove this material as it is observed. He also explained that any material not initially removed would be removed for disposal prior to grinding. Please ensure that these unacceptable waste streams are removed and properly disposed. No additional unacceptable waste streams were observed on site.
