On behalf of Henderson County, Golder Associates NC, Inc. (Golder) is submitting this 14-Day Notification as required by North Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina
Administrative Code (NCAC) 13B .1633(c)(1). The 14-Day Notification of Groundwater Protection Standard Exceedance(s) form is included as Attachment 1.
Table 1 (shown below) summarizes the NC Appendix I constituents that were detected at concentrations above their respective Solid Waste Section Limits (SWSLs) and NC 2L Groundwater Standards or Solid
Waste Section Groundwater Protection Standards (GPSs) during the second semi-annual water quality monitoring event conducted at the closed municipal solid waste (MSW) landfill on September 19 - 20, 2017,
a surface water re-sampling event on October 2, 2017, and a verification sampling event on December 19, 2017. The laboratory certificates-of-analyses are submitted under separate cover. It is noted that the
closed MSW landfill is in corrective action for volatile organic compounds (VOCs); therefore no notifications for groundwater standard exceedances for VOCs are required for this facility.

A desktop study was performed to determine the prevalence of cobalt in soil and sediment in the general
proximity of the Henderson County MSW Landfill. Twenty sediment samples collected within 25 miles of the Henderson County MSW Landfill were present in the United States Geological Survey (USGS) National
Geochemical Survey Database (presented in Attachment 2). As shown, cobalt concentrations range from
non-detect to 16 parts-per-million (ppm). While a direct comparison between sediment sample concentrations and groundwater concentrations cannot be made, these data show that cobalt does occur naturally in stream sediment. Therefore, are likely to occur in subsurface soil at the Henderson County
MSW Landfill at concentrations that would account for the concentrations of these constituents in
groundwater.
Unless otherwise directed by NC DEQ, the County will continue monitoring the uppermost aquifer beneath
the closed MSW landfill in accordance with the requirements of the Assessment Monitoring Program as
