Dear Gentlemen:
The Division Waste Management (DWM), Solid Waste Section (SWS) reviewed the following
written requests regarding the use of Geo-Composite Drainage Material (GDM) for constructing
Great Oak Landfill – Phase 1, Cell 2. The requests were prepared by SCS Engineers, PC in
Charlotte, NC on behalf of Waste Management of Carolinas, Inc. (WM). The written requests
are:
• Clarification for Minor Permit Modification Geocomposite Transmissivity, Document
Reference: DIN 28530, 28421, 28552, & 28437, Great Oak Landfill, Permit No. 7607-
MSWLF-2015. Dated February 14, 2018 (DIN 28768).
• Notification of Using Geocomposite from Cell 1 Project for Cell 2 Project, Request for
Variance with Transmissivity Testing Requirement, Great Oak Landfill, Permit No. 7607-
MSWLF-2015. Dated February 5, 2018 (DIN 28742) and revised through February 22,
2018. Responses to comments, e-mail correspondences, and supplemental laboratory
testing results on the selected samples of GCM were included. (DIN 28769).
The SWS has no further comments on the February 14, 2018 letter titled “Clarification for Minor
Permit Application Geocomposite Transmissivity (DIN 28768).” The required minimum
transmissivity of 1x10-5 m3/m/sec for the new 250-mil-thick GDM used for Cell 2 Leachate
Detection System (LDS) is acceptable. The revised Action Leakage Rate of 136 gallons per acre
per day for the LDS at Cell 2 of Phase 1 is approved. The CQA Plan and Technical

Specification 31 0519.16 for GDM using for LDS at Phase1, Cell 2 dated August 2017 (DIN
28504) shall be revised according to this approval. WM shall inform the contractor/manufacture
of this change.
According to the submittals (DIN 28769) and the CQA Report for Cell 1A Construction (DIN
27190), the SWS understood that:
1. Nineteen (19) of 669 rolls of GDM, SKAPS TN330-2-8 for Cell 1 construction were
shipped (under PO# 1126001247) to the referenced landfill on August 30, 2016 and not
used. Each roll of GDM is wrapped by the originally opaque black poly-plastic wrapping
and stacked on top of 2-by-4 lumbers, and left in the field without any other protection.
The roll number for each of the 19 rolls of GDM is documented in the submittal (DIN
28769).
2. On February 14, 2018, Mr. Rajesh Patel, the representative of SKAPS Industries issued a
written response via an e-mail to the SCS that “SKAPS certify that Roll # 71221010001
through Roll # 71221010669 shipped under PO# 1126001247 meet the requirements of
the project specification (August 2017) and can be used for the construction of Great Oak
Cell 2.”
3. After conducting researches about using un-used GDM rolls under the similar condition
described in the submittal, on February 14, 2018 SCS notified the SWS that applicable
research on this subject is currently not available. To show there is no deterioration of
the GDM during the storage period, SCS contracted a laboratory to test two samples
collected from the left-over 19-roll GDM for selected test items according to the CQA
Plan. Based on the test results (DIN 28769) SCS concludes that all 19 rolls of GDM
meet the specified criteria for use in Cell 2.
4. Additionally, SCS will conduct additional tasks in Cell 2 construction:
i. SCS will discard the outer layer of each roll of the 19 GDM which equates to the
first ten (10) feet of the roll and visually inspect the remnant roll of GDM for any
sign of damage or deterioration prior to deploying the material to the cell; if
material is physically damaged, it will be discarded or the identified defects will
be removed according to the Technical Specification 31 0519.16.
ii. SCS will provide the as-built drawing (s) to show the locations where these 19
rolls GDM are deployed in the landfill base of Cell 2.
After completing reviews of the documents (DIN 28769), the SWS has no further comments on
the submitted request. WM and Randolph County that are responsible for the use of the
requested products for constructing Great Oak Landfill shall excise the discretion of using the
left-over 19-roll GDM for landfill Phase 1, Cell 2 construction.

The decision made in this letter shall not be considered or constituted as precedent setting that
the SWS shall always allow this or similar practices in future construction activities of any waste
management facility.
