On behalf of the Buncombe County Solid Waste Division, SCS Engineers, PC (SCS)
respectfully submits this report summarizing the findings of the fall 2017 semi-annual sampling event to the Solid Waste Section of the North Carolina Department of Environmental Quality (DEQ). SCS conducted semi-annual sampling at the Buncombe County Solid Waste Management Facility New Landfill (permit no. 1107) on October 16th through October 20th, 2017. This report summarizes the sampling methodology, results and recommendations from this
semi-annual sampling event.
Sampling Methodology
Water samples were collected by Pace Laboratories from each of the 25 monitoring wells, six surface water sampling locations, and six leachate sampling locations. All groundwater sampling and analyses were performed in accordance with 15A NCAC 13B .1632.
In order to achieve DEQ’s recommended turbidity standard of 10 nephelometric turbidity units
(NTUs) for groundwater sampling at background and compliance wells for the municipal landfill (MW-1, MW-1D, MW-2, MW-2D, MW-3R, MW-4, MW-4D, MW-5, MW-5D, , MW-6, MW-7, MW-8, MW-8D, MW-10, MW-10D, MW-11, MW-11D, MW-13 and MW-13D) the low-flow groundwater sampling method was used to reduce turbidity levels in the monitoring wells during
sampling. The low-flow sampling procedures were performed in accordance with EPA
guidelines (Puls and Barcelona 2016). Field parameters including pH, temperature, specific conductivity, turbidity, dissolved oxygen, oxidative/reductive potential (ORP) and water level were measured and recorded at each groundwater, surface water and leachate sampling site. Field logs with recorded parameters are included in Attachment A and well condition summary
forms are included in Attachment B. Turbidity of less than 10 NTUs at each groundwater
monitoring well was achieved utilizing the low-flow method.
After samples were collected, they were placed on ice, logged on a chain of custody and sent to Pace Laboratories in Asheville, NC, a laboratory certified by the State of North Carolina for all
applicable analyses. A copy of the chain of custody is provided as Attachment C.

Laboratory Methods and Analysis
All samples were analyzed by Pace Laboratories in Asheville, NC for the following constituents using the method listed:
• Appendix I VOC (EPA 8260);
• Appendix I Metals (EPA 6010) plus mercury (EPA 7470),
• sulfate (EPA 300.0),
• chloride (SM 4500-Cl-E),
• alkalinity (SM 2320B), and
• Total Dissolved Solids (SM 2540C).
Results
Groundwater
Groundwater contour maps were created for both shallow and deep aquifers using the recorded field data. The groundwater contour maps are provided in Attachment D.
Metals and chloride were the only constituents detected in monitoring well samples which exceeded the MCLs (MCL) set by North Carolina 2L (NC2L). A summary of groundwater detections is included in Attachment E. Metal constituents detected include barium, chromium, cobalt, iron, manganese, nickel, vanadium, and zinc. These detections are consistent with
previous sampling results and are generally recognized as naturally occurring.
Eleven of the 25 monitoring wells (including one of the background wells, MW-1) had concentrations in exceedance of the North Carolina 2L Groundwater Standards. A summary of groundwater exceedances is provided in Attachment F. Total Dissolved Solids was detected
above the MCL of 500,000 µg/L in MW-12 (560,000 µg/L). Chromium was detected above the
MCL of 10 µg/L in MW-4D (10.1 µg/L). Cobalt was detected above the MCL of 1 µg/L in MW-11D (19.8 µg/L), MW-13 (27.2 µg/L), and MW-15S (80.8 µg/L). Iron was detected above the MCL of 300 µg/L in MW-1 (722 µg/L), MW-12D (453 µg/L), MW-14 (2,460 µg/L), and MW-15S (2,640 µg/L). Manganese was detected above the MCL of 50 µg/L in MW-12 (462 µg/L),
MW-15S (12,600 µg/L), and MW-15D (308 µg/L). Vanadium was detected above the maximum
contaminant level of 0.3 µg/L in MW-14 (8.1 µg/L). No Appendix I VOCs were detected in groundwater samples.
Surface Water
A summary of surface water detections is included in Attachment G. Metal constituents detected in surface water samples include barium, chromium, cobalt, copper, nickel, and zinc. No Appendix I VOCs were detected in surface water samples.
One surface water sample, SW-2, had concentrations in excess of their associated MCLs-copper was detected above the MCL of 7 µg/L in SW-2 (12.1 µg/L). A summary of surface water exceedances is provided in Attachment H.
