He went to investigate and saw flames. He then called Mike Cannon, Transfer Station Supervisor. The fire department was called. Equipment (bulldozer and excavator) were mobilized. Mulch was spread out and fire department sprayed water on the mulch that was on fire. Fire Department was on scene for about 5 hours. On Sunday morning Mike Cannon went to check on the site. The mulch had flared up. Fire department was called and again soaked the area of mulch that was on fire. Monday morning John Demary, Pitt County Solid Waste Director, went to the site around 7 am. The mulch was smoldering and a small fire was present. Mr. Demary called the Pitt County Emergency Management (EM). EM called the NC Forestry Service who came out and investigated The smoldering mulch was segregated from the the other mulch The NC Forestry Service brought in 2 tankers and the mulch was soaked with Spontaneously ignite. The fire was in the yard waste area. No more than 40 cubic yards of mulch burnt. Hauled the mulch out sooner. Pitt County was in the process of hauling the mulch out. Pitt County has purchased a grinder and plans on grinding material quicker. The amount of mulch will be less and hauled off as soon as it is ground. John Demary Pitt County Solid Waste 02/19/2018 19 February 2018 X 14 February 2018 Ray Williams visited the Facility with Pitt County Solid Waste Director John Demary and discussed the incident and the Emergency/Contingency Plan implementation. Possible changes in operations were discussed. Mr Demary advised that mulch would be removed from the site more quickly in thefuture to prevent accumulation of volumes that might cause conditions conducive to spontaneous combustion. No violations were observed.
