PARTICIPANTS: John Demary; Pitt County Solid Waste Ray Williams; NCDENR-Solid Waste STATUS OF PERMIT: Active; Annual Yard Waste Facility Notification issued June 2017; expires 31 May 2018. A completed Yard Waste Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land Application Branch on or before 1 June 2018. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection/Fire Incident Follow-up Inspection STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Yard Waste Facility Notification under two acres in size. 2) This Facility is permitted to receive: a. Untreated and unpainted wood waste. b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care and cultivation of forest trees, including bark and woodchips. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard maintenance such as brush, grass, tree limbs, and similar vegetative material. d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include stumps, limbs, leaves, grass. 3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than 6,000 cubic yards per quarter. 4) The land on which this Facility is located is described in the deed recorded with the Pitt County Register of deeds at: Book #48; Page #337. 5) The hours of operation for this Facility are Monday through Saturday, 7:30 AM to 4:30 PM. 6) The access road to the Facility is being managed properly at this time. 7) Signage is posted at the entrance to the Facility stating the Facility contact information, hours of operation, and types of waste received. 8) This site is secured by a chain-link fence with a locked gate at the Facility entrance and has controlled access for security. The Facility access gate was unlocked and open upon my arrival at the Facility and the Facility operator was on-site during this Facility Compliance Inspection. 9) A roll-off container is maintained on site for the removal of any unpermitted wastes found on site. This container is removed from the site for proper disposal as needed. 10) A John Deere 605C Crawler and a New Holland 3930 Tractor are maintained on-site and used for Facility maintenance operations. 11) A fire was reported to have occurred at this site (please see YWN74002_FIRE_20180219). The fire is believed to have been the result of spontaneous combustion of the mulch pile. No evidence of ongoing burning of the mulch stored on site was observed during this Facility Compliance Inspection. 12) The Facility Emergency/Contingency Plan and its implementation were discussed. The implementation of the plan was deemed to have been a success. Changes is normal Facility operations were discussed including increasing the frequency of removing ground mulch from the site to reduce the possibility of spontaneous combustion of the stored mulch. 13) Landclearing waste and yard trash have been brought on site for processing with a tub or horizontal grinder. All ground wood chips are removed from the site and used for boiler fuel. 14) Less than six thousand cubic yards of unprocessed vegetative waste was observed on-site during this Facility Compliance Inspection. 15) The waste type was reviewed. No unpermitted wastes or unacceptable waste streams were noted during this Facility Compliance Inspection. 16) The mulch windrows have been pushed up into one pile for loading into transfer trailers. 17) Mulch was being loaded into transfer trailers and removed from the site for use as an agricultural soil amendment during this Facility Compliance Inspection.
