STATUS OF PERMIT:
The Permit to Operate a Large Type 3 Solid Waste Compost Facility was issued on November 24, 2015 and shall
expire on November 17, 2019.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .0203(d) cited on February 9, 2017, for failure to minimize odors at the facility
boundary.
2. RESOLVED: 15A NCAC 13B .0402(1) cited on February 9, 2017, for failure to minimize odors at the facility
boundary.
The following includes actions that were taken to resolve the Notice of Deficiency issued on February 21, 2017:
• To minimize odors, the facility reduced the number of sources of food wastes and grease trap residuals
being accepted at the facility.
• Wood ash was introduced into mixing and covering operations to control odors. Analytical information and
storage information for the use of wood ash was provided to the Section. The Section approved the
acceptance and use of wood ash supplied from Georgia Renewable Power.
• The facility operations were analyzed by Dr. A. R. Rubin, Professor Emeritus, NCSU- BAE and a report
summarizing his findings was provided to the Section. The facility requested that Dr. Rubin conduct an

independent assessment of the compost operation to include: review feedstocks and assessment of each for
compatibility with the operation; review procedures for receiving incoming feedstocks; review mixing and
blending operations; review procedures and practices associated with windrow construction; assess
practices associated with windrow management; assess off site impacts detectable during site visits; and,
report findings and provide recommendations. It appears the recommendations in Dr. Rubin’s report are
being followed.
• Additional third parties were invited to the facility to assess operations for odor management. No
recommendations were provided.
OBSERVED VIOLATIONS:
None
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance to the facility.
2. The facility was actively managing access roads at the facility due to recent and ongoing precipitation.
3. The mixing pit was inspected. Food waste and grease trap residuals were being mixed. Only slight or faint
odors were detected at the mixing pit.
4. It appears windrows were being maintained at/near the approved size as stated in the approved operations
plan. Mr. Lentz stated that facility staff continue to cover windrows with carbonaceous materials and mature
compost within 30 minutes of turning. Mr. Lentz explained the procedure for turning the windrows and the
spreader following behind covering the windrows.
5. During the inspection, an occasional faint odor was detected directly adjacent windrows, otherwise no odor
was detected. Dr. Rubin recommended the approved odor management plan be followed and that the
windrows not turned early in the morning or after 3:00 PM when rising air currents begin to settle and retain
air near the surface.
6. The area downgradient of the windrows was inspected. Measures were implemented to capture stormwater
runoff.
7. No odors were detected at the stormwater pond.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

8. No odors were detected off-site.
Records Reviewed:
1. A copy of the current permit and operations plan are maintained in the office.
2. Composite sampling records were reviewed. The most recent report was 10-3-17. The facility tests every six
months.
3. Temperature logs dated 5-23-17 to 1-26-18 were reviewed. Temperatures appeared to be maintained at or
above the required temperature.
4. Feedstock tonnage records were reviewed. The facility has received 32,501 tons from December 1, 2017 to
January 31, 2018.
