Based on our review of the data, DEQ SWS agrees with DEQ Brownfield’s recommendations as follows: • Shallow soil from Sections 1,3,4, and 6 can be exported to a Construction & Demolition landfill (CDLF) or Municipal Solid Waste landfill (MSWLF) facility. • Deep soil from Sections 1,2,3,4, and 6 can be exported to a CDLF facility. This decision is made upon review of the following information in partnership with DEQ Brownfields (BF) and DEQ Soil Waste Section (SWS). The Brownfields Property is one parcel approximately 3.502 acres and located in an industrial area. The specific address is 1414 and 1422 South Tryon Street (PIN 07309204). Redevelopment on the Brownfields Property will be two commercial office building, parking garage, and limited residential apartments. See figure for layout. The developer is exporting approximately 3500 cubic yards (cy) in the coming months. A soil characterization work plan was submitted, reviewed and approved by BF Program. The property was divided into 7 quadrants to better assess and identify problem areas. The following is a summary of the work plan: General Methodology • The soil characterization activities were conducted in accordance with the Soil Characterization Work Plan dated October 23, 2017. • The HD Supply site was divided into 7 sections (see attached Figure). • Five soil borings were advanced in each of Sections 1 through 6 and one soil boring was advanced in Section 7. • Two soil samples were collected in each section, one shallow sample (ground surface to 6 inches below ground surface [bgs]) and one deeper sample was collected from 6 inches bgs to the bottom of the boring based on the depth of the soil cut in that area. • Soil collected from the shallow interval from each of the five borings in a given section was homogenized and submitted for laboratory analysis of SVOCs and RCRA metals. • Soil collected from the deeper interval from each of the five borings in a given section was homogenized and submitted for laboratory analysis of SVOCs and RCRA metals. • One sample was collected from both the shallow and deeper interval from each section for VOCs analysis based on field screening results. If field screening results did not indicate the likely presence of impacts in a given section, then the sample for VOCs 2 analysis was collected from the central most boring in a given section. Samples submitted for VOC analysis were not homogenized. Boring and Sample Nomenclature • Each boring/sample begins with “SC-“ for Soil Characterization. • Following the hyphen, the number depicts the section number (SC-1 was advanced/collected in section 1) • If an “S” follows the section number, the S indicates shallow sample (SC-1S). This sample was a composite of soil from each of the borings from the shallow interval in a given section for SVOC and RCRA metals analysis. • If the letter following the section number was A, B, C, D, or E, this indicates a specific boring location within a section where a sample was collected for VOC analysis (sample was not homogenized). If a “S” follows the boring letter (A through E), that indicates the shallow sample was collected for VOC analysis (SC-1AS indicates Shallow sample collected from boring A in Section 1). • If “DP” follows the section number, the “DP” indicates deep sample (SC-1DP). This sample was a composite of soil from each of the borings from the deep interval in a given section for SVOC and RCRA metals analysis. • If the letter following the section number was A, B, C, D, or E, this indicates a specific boring location within a section where a sample was collected for VOC analysis (sample was not homogenized). If “DP” follows the boring letter (A through E), that indicates the deeper sample was collected for VOC analysis (SC-1EDP indicates Deeper sample collected from boring E in Section 1). Results • Analytical results did not indicate the presence of VOCs, SVOCs, or RCRA metals in the shallow or deep samples collected from Sections 1, 2, 3, or 4 at concentrations above Residential PSRGs. Section 2 Shallow did have detections above Protection of Groundwater for metals. • The shallow soil sample collected from Section 5 indicated the presence of several SVOCs above laboratory reporting limits and benzo(a)pyrene, benzo(b)fluoranthene, and dibenzo(a,h)anthracene at concentrations above the Residential PSRGs, but below the Commercial/Industrial PSRGs. Additionally, arsenic was detected above Residential and Commercial/Residential PSRGs and above background levels at the Morehead Street BF site. • The deeper sample collected from Section 6 did not indicate the presence of VOCs or SVOCs at concentrations above Residential or Commercial/Industrial PSRGs. Arsenic was detected at 1.8 J mg/kg in the deeper sample from section 5 which is above the Residential PSRG, but is below the Commercial/Industrial PSRG and below background arsenic concentrations at the Morehead Street BF Site (up to 3 mg/kg). • The shallow soil sample collected from section 5 indicated the presence of PCE at a concentration of 0.0024 mg/kg which is below Residential and Commercial/Industrial PSRGs. Additionally, arsenic was detected at a concentration of 2.2 J mg/kg which is above the Residential PSRG, but below the Commercial/Industrial PSRG. No other VOCs, SVOCs, or RCRA metals were detected in the shallow or deeper soil samples collected from section 6 at concentrations above Residential or Commercial PSRGs. 3 • Analytical results indicate the presence of PCE and TCE at low concentrations below the Residential and Commercial/Industrial PSRGs in the shallow and deeper samples collected from section 7. No SVOCs or RCRA metals were detected above Residential or Commercial PSRGs in the soil samples collected from section 7. • Stockpile 1 sample was collected on January 17, 2018. The soils are from Section 2 deep and is approximately 1,000 cy. No VOCs, SVOCs were detected screening levels. Arsenic was detected at 7.2 mg/kg and then re-analyzed with a result of 1.7 mg/kg. The second result in consistent with background metal concentrations at HD Supply Property and surrounding area. • DEQ Risk Calculator dated October 2017 was used to compute the soil risk for resident, non-residential worker, construction worker, and user defined in surface soil and subsurface soil. No risk was detected and the Hazard Index was below 1 (more than an order of magnitude below 1). See attached document for summary. Recommendations • Shallow soil from Sections 1, 3, 4, and 6, can exported to C&D Landfill, Subtitle D Landfill, or W Morehead Street BF site or another location approved by DEQ. • Soil from Section 7 and shallow soil from Section 2, Section 5 and Section 6, should be used on site and marked on the revised plat map or transported to a Subtitle D Landfill. • Deep soils from Section 1,2,3,4 and 6 can be exported to a C&D Landfill, if accepted by the receiving facility. On November 8, 2017, BF Program approved the export of soils to 1213 W. Morehead Street, Brownfields Project Number 18057-14-060. Approximately ~4175 cu yds from Section 1 through 6 below 6 inches was exported to W Morehead Property and surficial soils from Section 1,3,and 4. The Developer has a remaining 3500 cu yds and has requested DEQ BF/SWS provide a letter or email stating the export soils can be accepted a C&D landfill. To support this request, BF Program has reviewed and compared the analytical data to IHSB soil screening levels for residential use and/or protection of groundwater. 4 Risk Calculator Risk Calculator for Stockpile 1, 1000 cu yds from Section 2 5 2500 cu yds of soil to be cut and removed from the Brownfields Property below 6 inches across from Sections 1, 2, 3, 4 and 6. None from Section 7 or 5. The following is Risk Calculator Output.
