ADDITIONAL COMMENTS
1. The Septage Land Application Site consists of four fields totaling approximately 30.17acres. Field 5A contains
8.01 acres, Field 5B contains 4.88 acres, Field 6A contains 9.74 acres and Field 6B contains 7.54 acres.
2. The site is permitted for land application of domestic septage and grease septage.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

3. The site is located at the end of Penn Road and has accessible all-weather roads to the site and septage land
application fields covered under the permit.
4. Appropriate signage was displayed at the entrance to the fields.
5. Disposal area boundaries were delineated with permanent markers, with the exception of a missing markers at
the southwestern corner of Feld 6b and the East side of Field 5b.
6. All septage discharges appear to have been made within the disposal area boundary with the exception of
a small area at the northern boundary of field 5a. The land application of any septage outside of the field
boundaries may result in incurring of violations.
7. There is no evidence of standing liquid or pooled waste. The waste appeared to be evenly distributed throughout
the fields.
8. No objectionable odors were observed.
9. Fields 6b and 5b appears to contain fescue and other grasses and that are dormant. The approved
Nutrient Management Plan (NMP)contained in your permit has fescue as the cover crop for all four
fields. Planting of cover crops other than fescue is not approved in the current NMP. It is the
understanding of the Solid Waste Section that an update of the NMP is in progress.

10. The current NMP also requires “the fescue to be cut as hay, bales and removed whenever it reaches
approximately 12 inches in height or just before seedhead emergence. This will usually take place in late
May and again in September or October.”
