Box 1927 Carthage, North Carolina 28327 Re: Landfill Gas Remediation Plan Closed and Unlined Moore County MSW Landfill Moore County Solid Waste Permit Number 6301-MSWLF-1979 DIN 28748 Dear Mr. Beane: The Section has completed a review of the Landfill Gas Remediation Plan dated January 31, 2018 (DIN 28747) that was submitted on your behalf by Golder Associates NC, Inc. for the closed and unlined Moore County MSW Landfill, Permit Number 6301-MSWLF-1979. The Plan was submitted in response to continued methane gas and groundwater exceedances and in response to the Section’s September 28, 2017 letter to the County (DIN 28498). As discussed in the County’s submittal titled Groundwater Corrective Action Milestone Schedule dated January 31, 2018 (DIN 28745 and 28746), a methane cut off trench and a replacement of groundwater monitoring well MW-15 with MW-15R will be installed. In addition, MW-15 was approved to be converted to a compliance methane monitoring well and a turbine vent will be installed to help prevent migration of methane toward the property boundary as approved within the Assessment Monitoring Plan for the active C&D landfill (DINs 28724 and 28725). The methane cut off trench will be approximately 200 feet long, 2 to 4 feet wide, and 20-25 feet deep (to the depth of the water table) and will be located near MW-15. The cut off trench will be installed by September 15, 2018. If the trench is successful in the area of MW-15, a separate trench will be evaluated for installation in the area of MW-6. However, if the trench is unsuccessful in eliminating the methane exceedances at MW-15 after six months after the installation, a more active remedy will be evaluated. The County will continue to maintain the cap as part of the post-closure care activities and will continue to attempt to acquire buffer property to the north. Based upon a review of the Landfill Gas Remediation Plan, the remediation activities are approved as described.
