The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The facility ceased operation on December 31, 1997 (a section of the landfill was closed in 1991).
1.The facility has a landfill gas collection and control (LFGCC) system installed on the closed 1991 section of the
landfill.
2.Landfill gas extraction well sinking due to settling of the landfill. Vegetation needs to be trimmed around
landfill gas extraction wells.
3.The facility is secured by locked gate or can be accessed from the City of Raleigh, Yard Waste Recycling
Facility (which is secured by a gate when not in operation).
4.Edge of waste markers have been installed. Good job!
5.The landfill cap is covered with native grasses and is mowed several times a year. The cover was in good
condition at the time of the inspection. No significant bald spots were observed.

6.Areas of settling and ponding water were observed and need to be repaired and graded to ensure positive
drainage of surface water off the closed landfill.
7.Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days receipt of this report. The SWS will conduct a follow-up inspection in 30 days
to ensure issues noted in this inspection report have been addressed.
