The facility is a closed, unlined MSW landfill which ceased accepting waste in 1992. 2. The City of Thomasville developed the Winding Creek Golf Course atop the closed landfill, and operates the golf course as a part of its Parks and Recreation program. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The landfill was observed to be well-maintained, with an established vegetative cover that is mown and repaired daily, based on the grounds maintenance policies and procedures of the golf course. 4. No ponding water was observed at the facility, and no evidence of erosion was found. 5. Stormwater devices were observed to be clean and functioning correctly. 6. The facility performs groundwater monitoring on a semi-annual basis, as required. The latest reports, representing sampling dates of August 11, 2016 and February 9, 2017, were verified and reviewed. 7. The groundwater monitoring system is comprised of 3 monitoring wells. Two of the wells, MW-3 and MW-6, are situated between the toe of the landfill and Hanks Branch – a small creek located to the southwest of the landfill. The remaining well, MW-4, is sited between the toe of the landfill and Hunts Fork – another small creek located to the northwest of the landfill. 8. MW-3 is sited near a slope drain, and is constructed with the requisite steel casing set into a concrete pad. The hinge on the protective casing was broken and no lock was present to secure the well. The steel casings of both MW-6 and MW-4 were intact and set into a concrete pad. However, both were also lacking a lock. Please ensure that the hinge on the steel case of MW-3 is repaired, and padlocks are installed on all three monitoring wells, as required by 15A NCAC 02C .0108(k). A copy of the memorandum concerning the construction standards for monitoring wells, circulated to all facilities in North Carolina on March 23, 2017, is provided along with this inspection report.
