All photographs were taken by Troy Harrison on March 9, 2017. 2. The Septage Land Application Site consists of Field 1 (2.5 acres), Field 2 (13.0 acres), Field 3 (7.0 acres) and Field 4 (8.0 acre3s) for a total of 30.5 acres. Field 4 is inactive at this time until trees are removed and approval by the Solid Waste Section is given for use. Total usable acreage is 22.5 acres. 3. The site is permitted for land application of domestic septage (including portable toilet waste) and grease septage. A permit application is currently under review for the addition of two new fields on adjacent property and the re-measurement of Field 2 to account for a new house being built by the property owner. Field 3 was re-measured to account for a corral. 4. The site is located on at the intersection of Highway 18 and Glade Valley Road and has accessible all-weather roads to the septage land application fields covered under the permit. 5. Appropriate signage was displayed at the site. 6. The existing Fields 1 and disposal area boundaries were either marked with existing permanent markers or with permeant markers placed at the time of inspection. Field 3 was marked with permanent disposal boundary markers with the exception of a small swale area at the northwestern corner which will need to be delineated. Field 4 is still currently inactive. 7. The boundary for the new fields (5 & 6) were delineated and measured by Tony Gallagher and Connie Wylie. Setback requirements were also determined. 8. All septage discharges appear to have been made within the disposal area boundary with the exception of a small area of Field 1 after the markers were moved. Future land applications are to be within the current field boundaries on all fields. In addition, windblown material must not travel past the disposal boundary. 9. No evidence of standing liquid or pooled waste was observed. The waste appeared to be evenly distributed throughout the fields. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
