1.0 INTRODUCTION
This Landfill Gas (LFG) Remediation Plan has been prepared by Golder Associates NC, Inc. (Golder) for
the closed Moore County Municipal Solid Waste (MSW) Landfill in Moore County, North Carolina (NC), due
to continued exceedances in several compliance monitoring points. This Plan has been prepared in
response to the September 28, 2017 correspondence received from the NC Department of Environmental
Quality (NC DEQ) and subsequent correspondence dated December 11, 2017. The Moore County Landfill,
which consists of a closed municipal solid waste (MSW) and an active construction and demolition (C&D)
landfill, is maintained by the County under Permit No. 63-01 issued by the NC DEQ.
2.0 FACILITY DESCRIPTION
The Moore County Landfill (the “facility” or the “site”) is located in southwestern Moore County between the
towns of Pinehurst and Aberdeen, North Carolina, as shown on the inlay of Drawing 1. The facility is bound
to the west by Horse Creek and to the north and south by unnamed tributaries of Horse Creek. A power-
line right-of-way transects the property and represents the eastern boundary of the closed municipal solid
waste (MSW) landfill. As presented on Drawing 1, topographic surface elevations at the facility range from
approximately 460 feet above mean sea level (AMSL) along the eastern portion of the closed MSW landfill
to approximately 350 feet AMSL on the southwestern side of the facility. The site is surrounded
predominately by wooded, agricultural, or rural residential properties.
The Moore County Landfill is situated on approximately 314 acres and is composed of two main solid waste
disposal areas: the closed unlined MSW Landfill located on the eastern side of the facility (comprising
approximately 60 acres) and the active Construction and Demolition (C&D) Landfill located on the western
side of the facility. In conjunction with Moore County, Republic Services of NC, LLC operates a solid waste
transfer station located on the southwestern portion of the property. Several smaller Land Clearing and
Inert Debris (LCID) landfill units are also present at the facility.
Although the MSW facility is currently monitored under title 15A NCAC 13B .600 Rules, at the request of
the NC DEQ, the facility voluntarily commenced a corrective action program, specifically Monitored Natural
Attenuation (MNA), due to groundwater impacts from volatile organic compounds (VOCs) at the closed
unlined MSW landfill by submitting and implementing an Assessment of Corrective Measures (ACM) in
2005. The County also monitors water quality at the active C&D landfill in accordance with Title 15A of the
North Carolina Administrative Code (NCAC) 13B.0600 and the facility’s approved modified Water Quality
Monitoring Plan (WQMP). The County recently submitted an Assessment Monitoring Work Plan in
response to the NC DEQ correspondence received on September 28, 2017 which was approved by NC
DEQ on January 23, 2018.
The Moore County MSW Landfill began accepting solid waste in 1968 and the facility stopped accepting
waste before October 9, 1993. The final closure was approved by NC DEQ in December 1996 and the

County expressed their intent to comply with post-closure monitoring regulations in January 1997. In 1993,
a transfer station was constructed adjacent to the Moore County Landfill to handle the County’s solid waste
stream. In September of 1993, Moore County entered into an agreement with Uwharrie Environmental,
Inc. which later became Republic Services of North Carolina, LLC, granting the private company operation
responsibilities at its transfer station. After closure of the MSW landfill in 1993, the County opened a C&D
landfill under the existing solid waste permit #63-01. The County temporarily stockpiled C&D waste from
approximately 1993 to 1996, until the current landfill C&D landfill was permitted and constructed. The
County is currently still managing the C&D and LCID waste streams generated within Moore County and
currently operates the C&D landfill, which is located immediately west of the closed MSW landfill.
3.0 COMPLIANCE MONITORING NETWORK AND HISTORY
Currently, the County monitor’s methane quarterly at 11 compliance methane monitoring locations (GP-9,
GP-10, GP-11, GP-12, GP-13, GP-14, GP-15, GP-16, GP-17, MW-6, and MW-15) located around the MSW
landfill and C&D landfills. The County monitors 4 structures (the scale-house, the maintenance shop, and
the transfer station) on County property in close proximity to the MSW or C&D landfills. At the request of
NC DEQ following a meeting on March 10, 2016, the County also monitors the crawl space on an offsite
structure located on the Blake property adjacent to the MSW landfill due to off-site methane migration
concerns. Historical results from the quarterly methane monitoring are shown on Table 1 of this report.
In accordance with the recommendation in the ACM, twelve (GV-1 through GV-12) passive landfill gas
trench vents were installed in waste on the northern side of the MSW landfill. This network of passive
landfill gas trench vents was expanded in 2007 (GV-13 through GV-24). Additionally, three in-waste
passive gas vents (GV-30, GV-31, and GV-32) were installed in February 2014 as part of the Contingency
Plan Update and Implementation Plan-Revised approved by NC DEQ on June 5, 2013.
Historically, the in-waste passive gas trench vents have performed only marginally while the three in-waste
passive gas vents installed in February 2014 have performed well at removing LFG from the MSW landfill
unit. It is believed that the in-waste passive gas trenches were not dug deep enough to prevent gas
migration because they do not reach the water table. Off-site migration is likely to the north onto the Blake
property based on methane concentrations detected at MW-15. However, the residence located on that
property is currently uninhabited based on information provided by the County.
4.0 REMEDIATION PLAN SUMMARY
This Plan has been prepared to describe the landfill gas remediation program for the Moore County Landfill.
The purposes of this Plan are to:
Prescribe a remedy to remediate landfill gas to concentrations that are below the compliance limit
and to mitigate the risks of off-site methane migration (specifically along the northern property
boundary),

Provide NC DEQ with a description of the equipment and procedures that will be used to remediate
the methane gas exceedances,
And, to layout a milestone timeline of activities and evaluation of the prescriptive remedy.
5.0 REMEDIATION PHASES
Proposed remediation activities for addressing the elevated methane concentrations observed in the vicinity
of impacted methane compliance locations along the northern property boundary are discussed below.
5.1 Ongoing Presumptive Remedies
The County will continue to maintain the MSW waste unit cap as part of the post-closure care activities.
These improvements will include filling in low spots that collect standing water, which prevent methane from
venting and also increase leachate generation. Other improvements include re-seeding as needed to
stabilize the slope. The County will continue to monitor the cap and need for improvements.
5.2 Installation of Cut-Off Trench (in the area of MW-15)
The County proposes to bid and contract the installation of a cut-off trench between the waste unit and the
property line as shown on Drawing 2. The proposed trench is to be approximately 200 feet long and 2 to 4
feet wide and will be located as shown on Drawing 2. The trench will be dug to an average depth of 20 to
25 feet below ground surface to extend to the depth to the water table.
The back wall of the trench will be lined with an impermeable barrier and backfilled with stone. Perforated
4 to 6-inch polyvinyl chloride (PVC) or high density polyethylene (HDPE) pipe will be installed approximately
4 feet below ground surface along the length of the excavation. Non-perforated 4 to 6-inch PVC or HDPE
pipe will be attached to the perforated pipe and extend above ground to vent accumulated landfill gas. A
vent located 50 feet from each end of the trench will be installed. The vents will be topped by passive wind-
driven turbine vents. The upper 2 feet of the excavation will be backfilled with a relatively impermeable soil.
A detail of the construction of the cut-off trench is shown on Drawing 3.
The installation of the proposed cut-off trench will be implemented as outlined in Section 6.0. Routine
quarterly methane monitoring will continue on a quarterly basis to monitor methane trends.
If methane concentrations in MW-15 remain above the LEL in compliance points along the northern facility
boundary after the trench has been installed according to the schedule presented on in Section 6.0 a new
remedy will be assessed and an addendum to this LFG Remediation Plan will be submitted. If the trench
is successful in the area of MW-15 a separate trench will be evaluated for installation in the area of MW-6.
If the trench is unsuccessful in eliminating the LEL exceedances at MW-15 after six months, a more active
remedy will be evaluated.

5.3 Quality Assurance
As Moore County’s consultant Golder has proposed to assist the County with construction Quality
Assurance (CQA) of the LFG trench. The contractor selected to construct the LFG trench will demonstrated
experience in the construction of landfill gas control systems. CQA will include the observation of gas
trench digging and construction; preparation of construction logs and as-built documentation; preparation
of field notes; photographic documentation; and preparation of a construction completion report. The
construction completion report will be submitted to NC DEQ following the completion of construction and in
accordance with the schedule in outlined in Section 6.0.
6.0 CONCLUSIONS
This LFG Remediation Plan has been prepared in response to continued detections of methane above the
LEL in compliance methane monitoring locations at the Moore County landfill. The County will continue to
attempt to acquire buffer property to the north in addition to the remedial measures presented herein. The
proposed schedule is outlined below.
