OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Area includes closed out Phase I, II, and III, concrete stockpile areas and yard waste processing.
2. Unacceptable waste should be removed from the concrete stockpile area as it is observed. Area has improved
since the last inspection.
3. The ABC glass has been removed from the CDLF perimeter road.
4. Monitoring wells observed had proper labeling and were locked.
5. Progress had been made on settled areas over the closed MSWLF since the previous inspection. Please
continue to make progress in these areas.
6. Yard waste had been ground and windrowed since last inspection. Looked good.
7. Operational records were reviewed during this inspection.
8. Records reviewed included; semiannual groundwater, leachate, methane logs, cover logs, waste screenings,
waste oil, and CFCs.
9. Scrap metal is being taken to Scotland Salvage.
10. Scrap tires are recycled through Central Carolina Tire.
11. Facility staff that have completed operator training; Bryant Higgins exp. 6/15/19, James Ellerbe exp. 11/18/19,
Tim Higgans exp. 4/19/20, Willie Hunt exp. 11/16/19, William Lash exp. 3/23/20, Vincent Locklear exp.
5/16/18.
12. Waste oil is going to Cliff’s Waste Oil of Rockingham, NC.
13. The facility contingency plan was updated on 9/11/17.
